On the morning of February 27, the 2024 Major Projects Groundbreaking Ceremony of Luyang District and the Groundbreaking Mobilization Meeting for the Hefei International Land Port (Phase II) Project were held in Luyang Economic Development Zone. The 16 key projects involve comprehensive logistics, strategic emerging industries, social welfare and other key fields, with a total investment of 13.38 billion yuan... 　　Industry is the foundation of development and the lifeline of the economy, and is also an important manifestation of a district's comprehensive strength. Among all the projects launched in this concentrated groundbreaking, there are 7 industry development projects with a total investment of 6.12 billion yuan, accounting for nearly half. Among them, the Hefei International Land Port (Phase II) Project: with a total investment of about 1 billion yuan, covering an area of 289 mu and a total floor area of about 120,000 square meters, plans to build a double-deck three-dimensional bonded warehouse with vehicle ramps, a bonded cold-chain warehouse, a single-story supervised warehouse, a single-story full-height automated logistics warehouse, etc. After completion, the project will provide efficient support for the collection and distribution of goods for the Hefei China-Europe freight trains, boost the frequency of Hefei China-Europe freight train services, help expand high-level opening-up, and create a favorable urban environment for developing new quality productive forces.
　　The Intelligent Sensor Industrial Park launched in this concentrated groundbreaking plans to build a comprehensive industrial park integrating R&D, pilot testing, production and office support, to meet the needs of intelligent sensor manufacturing and upstream and downstream industries; the Future Innovation Valley Industrial Park plans to build a "Future Innovation Valley" centered on headquarters R&D, achievement transformation and enterprise incubation while also accommodating public service functions, and will closely connect with Hefei Future Science City to undertake spillover demand for achievements and create a high-level achievement transformation platform; the Scientific Instrument Industrial Park will include a comprehensive park service center, scientific instrument R&D, small and medium-scale pilot testing, testing, experimentation, manufacturing, incubators and accelerators, and related supporting works. Once completed, it will further enhance Hefei's scientific instrument industry capacity and provide support for the high-quality development of the manufacturing industry.
　　As the bellwether of basic education in Anhui and the "ballast stone" and "radiation source" of compulsory education in Hefei, Luyang education has long been a "golden signboard" of the district. How to better extend quality educational resources to ordinary people has become a mandatory question for improving people's livelihood, and is also key to improving the business environment and serving industrial development. The projects launched in this concentrated groundbreaking include 6 social undertakings and infrastructure projects, such as the construction project of the Hetang Road campus of Anqing Road No. 3 Primary School, the construction project of the Science City campus of Nanmen Primary School, the teaching building renovation project of the Funan Road campus of Lu'an Road Primary School, and the Phase III renovation project of the Changfeng Road campus of No. 45 Middle School, with a total investment of 2.67 billion yuan. There are also 3 affordable housing projects with a total investment of 4.59 billion yuan.

　　One of the key projects launched in this concentrated groundbreaking, the Micro Inverter and Optical Storage System R&D and Production Base Project, is located at Daheng Energy Co., Ltd. The project has a total investment of about 280 million yuan, covers an area of 21.3 mu and has a total floor area of 44,000 square meters. Focusing on the upstream and downstream of the industrial chain, the project will develop micro photovoltaic inverters, intelligent optical storage systems and other related products, and build an energy optical storage product R&D and production base. After completion, it is expected to achieve an annual production capacity of 800,000 sets of SolarUnit micro inverters and 200,000 sets of intelligent optical storage systems.
　　As a core urban district of Hefei, Luyang District is seizing opportunities such as the integrated development of the Yangtze River Delta and the construction of the major scientific facility cluster area, anchoring the "2+3+X" industrial development system, and always taking project construction as the core lever for upgrading the level of economic development and accelerating industrial transformation and upgrading, driving the district's economic and social development to show an upward and improving trend. In 2023, Luyang District won 8 "Top 100 Districts in China" titles, including "Top 100 Districts for High-quality Development of Small and Medium-sized Cities" and "CCID Top 100 Districts," and achieved year-by-year progress, with its ranking among the top 100 districts for comprehensive strength rising to 83rd nationwide and its ranking among the top 100 districts for investment potential reaching 19th nationwide.
　　Next, Luyang District will take this concentrated groundbreaking of key projects as an opportunity to continue to vigorously advance the special action of "tackling major projects and winning the '14th Five-Year Plan'," striving to start construction of no fewer than 30 projects with investment of more than 100 million yuan each throughout the year. It will accelerate the construction of industrial parks such as the Intelligent Sensor Park, Scientific Instrument Park and Future Innovation Valley; actively improve the district's transportation system, and complete 5 roads including the Feixi Road overpass across the North First Ring Road and Yingsong Road within the year; further optimize the allocation of land resources, and promote the listing of commercial land parcels such as the Huishang Dormitory and Plots 5 of Dayang Industrial Park; and comprehensively advance the renovation of 12 urban villages to continuously improve the appearance of the urban area.
