To the Transport Departments (Bureaus, Commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, the Xinjiang Production and Construction Corps, and cities with independent planning status:

In recent years, transport authorities at all levels have thoroughly implemented the decisions and arrangements of the CPC Central Committee and the State Council, earnestly carried out the Ministry's task arrangements for the reconstruction of old and dangerous highway bridges, and completed a number of excellent projects featuring advanced concepts, effective measures, and safety and durability. In order to summarize and promote the achievements, experience, and typical practices of localities in reconstructing old and dangerous highway bridges, and to help raise the level of such reconstruction work, the Ministry organized the collection of typical cases of old and dangerous bridge reconstruction projects on trunk highways. Through voluntary submission, recommendation by provincial transport departments, expert review, and other procedures, 19 typical cases were selected (5 in the design scheme category, 3 in the organization and management category, 6 in the construction technology category, and 5 in the comprehensive category). They are hereby issued to you for reference and use in your work. All units should, in light of actual conditions, further improve working mechanisms, strengthen project management, focus on technological innovation, enhance support and safeguards, continuously improve the safety level of highway bridge operation, and effectively ensure the safe and convenient travel of the people.
