On March 1, the Ministry of Housing and Urban-Rural Development held a national on-site meeting on affordable housing construction in Xi'an, Shaanxi Province. The meeting earnestly implemented the decisions and arrangements of the CPC Central Committee and the State Council on advancing affordable housing construction, exchanged and promoted experience and practices, deployed the next steps, and pushed for greater construction and supply of affordable housing. Dong Jianguo, Member of the Party Leadership Group and Vice Minister of the Ministry of Housing and Urban-Rural Development, attended the meeting and delivered a speech. Responsible officials in charge of 18 city governments and principal officials of housing and urban-rural development departments attended the meeting and made exchange speeches.
The delegates attended the groundbreaking event for Xi'an's 2024 affordable housing construction projects, made on-site observations of the Yuhua Xinju affordable housing project, and listened to an introduction on Xi'an's experience in advancing affordable housing construction. Participants felt that Xi'an, by focusing on the four key elements of people, housing, land and money, has increased the construction and supply of affordable housing and achieved notable results: on the people front, it reasonably defined the scope of eligible recipients, identified their needs, and established an affordable housing waiting list. On the housing front, it set standards for "good houses" that are green, low-carbon, intelligent and safe, reasonably determined unit sizes in accordance with the principle of meeting basic needs, set sales prices at cost with modest profit, and strictly enforced closed-loop management. On the land front, it focused on tapping existing land resources, cleared and recovered idle land, and located affordable housing in areas with convenient transportation and complete supporting facilities. On the money front, it actively sought support from local government special bonds and central and provincial subsidy funds, and took the initiative to coordinate with banks for credit support.
The meeting noted that accelerating affordable housing construction is a major decision and arrangement of the CPC Central Committee and the State Council, a vivid practice of upholding the people-centered development philosophy, and a powerful measure introduced to adapt to the new situation of major changes in the supply-demand relationship of China's real estate market. Increasing the construction and supply of affordable housing is conducive to accelerating the establishment of a new model for real estate development, improving the "affordable + market" housing supply system, and meeting the rigid housing demand of wage-earning groups.
The meeting stressed that the policy system for affordable housing at the national level is already complete, and the key is to ensure implementation. Implementation must be carried out without compromise: all localities must genuinely raise their political stance, thoroughly understand the policy spirit, and effectively put the decisions and arrangements of the CPC Central Committee and the State Council into place. Implementation must be carried out with vigor and promptness: fully recognize the importance of affordable housing construction in benefiting people's livelihood, stabilizing investment and promoting transformation, enhance the sense of responsibility and mission in the work, clarify timetables, roadmaps and responsible persons, accelerate project commencement and construction, and act promptly once the direction is clear. Implementation must be carried out in a truthful and pragmatic manner: accelerate the establishment of a waiting-list mechanism, identify the needs of wage-earning groups, determine construction based on demand, and truly deliver real results. Implementation must be carried out with courage and capability: effectively enhance work enthusiasm and initiative, explore and practice in light of local conditions, and advance affordable housing construction in a vigorous, effective and orderly manner.
The meeting required efforts to advance project construction by vigorously pushing for the commencement of affordable housing projects, building affordable housing into "good houses" in accordance with green, low-carbon, intelligent and safe standards, and at the same time strengthening supervision of project quality and safety to hold the safety bottom line. Efforts should be made to introduce policies by promptly issuing implementation measures for planning and constructing affordable housing and related supporting policies. Efforts should be made to accelerate the planning of the second batch and subsequent projects; the second batch must be promptly reported in accordance with regulations, and planning and reservation of subsequent projects should be well done, accelerating the formation of a rolling project advancement mechanism of "implementing one batch, reserving one batch, and planning one batch." Housing development plans should be well formulated, with affordable housing as an important part of the housing development plan and development goals for affordable housing scientifically determined. The new story of real estate transformation should be well told, timely summarizing replicable and promotable experience and practices, stepping up public opinion outreach, and achieving the goal of leading by example and demonstrating first.
The attending comrades said that this on-site meeting helped everyone learn the experience and practices of typical cities, further raised ideological understanding, and deepened the grasp and understanding of policies. After returning, they will promptly implement the meeting's requirements, push for projects to start early, complete early and be allocated early, so that the people can feel the tangible effects of the policies.
