In order to implement the decisions and arrangements of the CPC Central Committee and the State Council, adapt to the new situation in which major changes have taken place in the supply-demand relationship of China's real estate market, and promote the steady and healthy development of the real estate market, the Ministry of Housing and Urban-Rural Development recently issued a notice requiring relevant matters such as the compilation of housing development plans and annual plans and the establishment of a linkage mechanism for the factors of "people, housing, land, and money."
The Ministry of Housing and Urban-Rural Development emphasized that housing development plans and annual plans are an important lever for establishing the linkage mechanism for the factors of "people, housing, land, and money." It is necessary to fully understand the importance of compiling and implementing housing development plans and annual plans, compile plans scientifically, and organize implementation conscientiously; determine housing demand based on population changes, scientifically arrange land supply and guide the allocation of financial resources based on housing demand, and realize the determination of housing based on people and the determination of land and money based on housing, so as to promote a balance between supply and demand and a rational structure in the real estate market and prevent drastic fluctuations in the market.
Each city shall, based on local actual conditions, accurately assess housing demand, improve the "subsidy + market" housing supply system, with the government taking the lead in guaranteeing the rigid housing demand of wage-earning groups and the market taking the lead in meeting residents' diversified demand for improved housing, and scientifically compile the 2024 and 2025 annual housing development plans. The annual housing development plan shall specify the scale, structure, and location of the supply of various types of housing and land for the year, and estimate the reasonable financing needs of real estate projects. For subsidized housing, the number of units supplied and the structure of unit types shall be further specified. The steady and healthy development of the real estate market and the waiting time for housing security shall be incorporated into target management. Before April 30, 2024, and before March 31, 2025, each city shall publish the relevant information of the annual housing development plan for the current year to the public in an appropriate manner.
Each city shall take into overall consideration local economic and social development, population changes, industrial layout, housing supply and demand, and other aspects, and, in light of the potential supply of existing housing and existing land, plan in advance the housing development plan for 2026-2030. The housing development plan shall be based on local realities and specify housing development goals, key tasks, and policy measures. The construction of subsidized housing shall be taken as an important part of the housing development plan, and the development goals of subsidized housing shall be determined scientifically. It is necessary to plan in advance the housing development plan for 2026-2030 for the administrative region and guide each city in compiling the plan. Before March 31, 2026, all localities shall publish the housing development plan for 2026-2030 to the public. During the implementation period of the plan, each city shall, before March 31 each year, publish the relevant information of the annual housing development plan for the current year to the public.
All localities shall ensure the organic connection between housing development plans and annual plans and territorial spatial planning and annual land use plans. Housing development plans and annual plans shall be implemented after being approved by the people's government at the same level. Before June 30 and December 31 each year, all localities shall report the implementation of the relevant plans and the operation of the linkage mechanism for the factors of "people, housing, land, and money" to the housing and urban-rural development department at the next higher level; large cities with a permanent urban population of more than 3 million shall simultaneously report the relevant information to the Ministry of Housing and Urban-Rural Development, and the Ministry of Housing and Urban-Rural Development shall organize evaluations of the relevant information in due course.
