At the start of the Spring Festival in the Year of the Dragon, major engineering projects across Wenzhou have been launched and started construction intensively, showing a good momentum of going all out to boost the economy. It is learned that this year, a total of 116 projects in Wenzhou have been selected into the first batch of major projects of the provincial "Thousand Projects, Trillion Yuan" initiative for 2024, with a total investment of 456.8 billion yuan and an annual investment plan of 54.1 billion yuan, including 32 newly built projects with a total investment of 76 billion yuan and an annual investment plan of 6.4 billion yuan.

To promote high-quality economic and social development, Zhejiang implemented the "Ten Major Projects" in 2023. As one of the "Ten Major Projects", the "Thousand Projects, Trillion Yuan" initiative is an important vehicle for the province to expand effective investment. It mainly focuses on fields such as advanced manufacturing bases, strengthening the foundations of scientific and technological innovation, building a strong province in transportation, and ensuring the supply of clean energy, rolling out and advancing more than 1,000 major provincial projects each year and completing an investment of more than 1 trillion yuan annually.

Adhering to the principle of judging development and heroes by projects, since last year Wenzhou has taken the provincial "Thousand Projects, Trillion Yuan" initiative as the overall guide and main lever, gone all out to secure guarantees for factors and resources, and tackled difficulties to accelerate and improve the efficiency of major engineering projects. While investment volume has continued to grow, the investment structure has been continuously optimized, providing solid support for economic recovery and improvement. Statistics show that last year, the investment completion rate of projects in Wenzhou included in the provincial "Thousand Projects, Trillion Yuan" initiative reached 144.6%, and the start-up rate of newly built projects reached 100%, both ranking first in the province.

Taking high-quality project construction as the "key lever" and "strong engine" for promoting high-quality development, Wenzhou will continue to expand investment, optimize structure, and stabilize growth with greater efforts. At the beginning of this year, Wenzhou issued the "Ten Major Action Plans of Wenzhou for Promoting Consumption, Expanding Investment, and Stabilizing Production in the First Quarter of 2024" and the "Wenzhou Investment Breakthrough Action Plan for Competing in the First Quarter and Sprinting Toward a Good Start", formulated lists for breakthroughs in key milestones of preliminary projects, newly started projects, and continued projects, and advanced the implementation of major projects in a list-based manner. Wenzhou has implemented the "two concentrations" coordination mechanism for major projects, the overall advancement mechanism, three "1+1" mechanisms, and the mechanism of special service guarantee teams for the central work of the municipal party committee and municipal government, forming a strong synergy for unified implementation, unified tackling of difficulties, and unified supervision and inspection to centrally schedule project progress. This year, Wenzhou has arranged 576 major construction projects under the 2024 "Hundred Projects, Hundred Billion Yuan" initiative, with a total investment of more than 1.4 trillion yuan. Among them, 510 implementation-type major projects have an annual planned investment of 134.3 billion yuan, an increase of 12.6% over 2023; projects starting construction account for 34.2%. A total of 284 municipal government investment projects have been arranged, with an annual planned investment of 18.51 billion yuan.

Focusing on projects under construction in the provincial "Thousand Projects, Trillion Yuan" initiative, Wenzhou has set off an upsurge of vigorously advancing projects and striving to overcome difficulties. During the Spring Festival, the construction site of the Sanao Nuclear Power Project remained a scene of bustling construction. More than 5,000 employees stayed at their posts and persisted in construction, going all out to rush the schedule and ensure progress. It is learned that after the project is completed, its annual power generation will reach 52.5 billion kWh, exceeding the total electricity consumption of Wenzhou in 2021; each year it can reduce standard coal consumption by about 16 million tons and carbon dioxide emissions by about 43 million tons, equivalent to afforestation of 110,000 hectares. On the first working day of the Spring Festival in the Year of the Dragon, the province held a centralized start-up, commissioning, and operation event for major "Thousand Projects, Trillion Yuan" projects. A total of 31 major projects in Wenzhou with a total investment of 90.7 billion yuan participated. These projects are characterized by large investment volume, optimized structure, and solid benefits, achieving full coverage of industries such as transportation, agriculture and water conservancy, industry, and social sectors. At the same time, focusing on high-quality industrial development, the total investment of 5 energy projects and 8 manufacturing projects accounts for nearly 72%.

It is learned that Wenzhou will focus on major projects included in the provincial "Thousand Projects, Trillion Yuan" and municipal "Hundred Projects, Hundred Billion Yuan" initiatives, carry out the investment action of "competing in the first quarter and sprinting toward a good start", and go all out in four major breakthrough actions: accelerating continued construction, speeding up project starts, attracting major and strong investors, and striving for guarantees of factors and policies. It will promote more than 20 billion yuan of completed investment in major projects under the "Hundred Projects, Hundred Billion Yuan" initiative in the first quarter, and achieve a start-up rate of more than 30% for newly built projects under the "Thousand Projects, Trillion Yuan" initiative, striving to secure a "good start" and "stable start" in expanding effective investment.
