The quality of water conservancy project construction bears on the safety of people's lives and property and on the overall situation of economic and social development. Since last year, Pingliang City has adopted a series of targeted measures to improve the quality management system for water conservancy project construction, deepen the development of the water conservancy project quality system, implement quality responsibilities, strengthen quality supervision, and vigorously raise the quality level of water conservancy project construction across the city.

　　Improving the quality supervision system. In light of the actual conditions of project construction in Pingliang City, the Implementation Rules for Water Conservancy Project Construction Management and the 2023 Work Plan for Quality Supervision of Water Conservancy Construction Projects in the City have been revised and issued. Tiered quality supervision has been introduced: in accordance with the principle of "territorial management and tiered responsibility," government quality supervision duties are implemented, with water conservancy projects spanning counties and districts, medium-sized and larger water conservancy projects, and municipal water conservancy projects directly supervised by the Municipal Water Affairs Bureau, while other projects are supervised and managed by the quality supervision bodies of the respective counties (cities and districts). In 2023, the city identified and divided a total of 352 unit works, 2,059 divisional works, and 42,700 unit works, achieving a quality supervision coverage rate of 100 percent and realizing full coverage of project quality supervision.

　　Strictly controlling quality at each stage. A project construction quality management system has been established and improved, in which the legal person unit takes responsibility, the construction unit provides assurance, the supervision unit exercises control, and government departments supervise. Quality assessment, acceptance, and verification-filing work is carried out promptly, and attendance-based supervision is conducted for the acceptance of unit works, divisional works, and important concealed (key-part) unit works of directly supervised projects. In 2023, a total of 120 unit works and 346 divisional works were accepted, with a one-time acceptance pass rate of 100 percent.

　　At the same time, construction process control has always been regarded as an important means of ensuring project quality and safety, with supervision methods constantly innovated and supervision measures improved. Using the "double random, one open" approach, supervisory inspections were conducted on some quality testing and supervision units within the jurisdiction. Through spot checks, the quality behavior of participating units has been effectively standardized, and the quality of water conservancy project construction across the city has gradually improved.
