Recently, the Ministry of Housing and Urban-Rural Development (MOHURD) issued the Interim Measures for the Management of Science and Technology Innovation Platforms of the Ministry of Housing and Urban-Rural Development, to standardize the management of the construction of science and technology innovation platforms of MOHURD (hereinafter referred to as "Ministry-level science and technology innovation platforms") and enhance scientific and technological innovation capacity in the housing and urban-rural development sector. The Interim Measures take effect on the date of issuance, and the Interim Measures for the Management of National Urban and Rural Construction Science and Technology Innovation Platforms are simultaneously abolished.
The Interim Measures propose that Ministry-level science and technology innovation platforms are an important component of the science and technology innovation system in the housing and urban-rural development sector, and are important innovation carriers for supporting and leading the green development of urban and rural construction, implementing the goals and tasks of carbon peaking and carbon neutrality, advancing people-centered new urbanization, and promoting high-quality development of housing and urban-rural development.
The Interim Measures consist of five parts: General Provisions, Application Conditions and Procedures, Construction and Acceptance, Operation and Performance Evaluation, and Supplementary Provisions, and apply to the management of application, construction, acceptance, operation, and performance evaluation of Ministry-level science and technology innovation platforms. The construction and operation of Ministry-level science and technology innovation platforms adhere to the principles of overall deployment, focus on key areas, collaborative innovation, and openness and sharing.
The Interim Measures specify that Ministry-level science and technology innovation platforms are divided into two categories: key laboratories and engineering technology innovation centers. Among them, key laboratories focus on supporting and leading scientific research and enhancing the technological maturity of the industry, mainly conducting applied basic research and frontier technology research. Engineering technology innovation centers focus on technology integration innovation and the transformation and application of achievements, mainly conducting research on major common key technologies in the industry, research and development of major technical equipment, engineering research on scientific and technological achievements, and system integration and application.
MOHURD is responsible for the planning, layout, and comprehensive management of Ministry-level science and technology innovation platforms. The provincial housing and urban-rural development authorities are responsible for the cultivation and recommendation of Ministry-level science and technology innovation platforms, and assist in platform construction and operation management.
Ministry-level science and technology innovation platforms are non-legal-entity entities, established relying on research institutes, backbone enterprises, and higher education institutions with strong research capabilities and prominent scientific and technological innovation advantages in relevant fields. The establishment of industry-university-research-application innovation consortia is encouraged.
MOHURD, centering on major national strategies, in light of the development needs and relevant plans of the housing and urban-rural development sector, focusing on its primary responsibilities and main business, and following the principle of "few but refined, forming a system," coordinates the deployment and construction of Ministry-level science and technology innovation platforms, and clarifies the key areas and directions of construction layout.
The Interim Measures specify that backbone enterprises, research institutes, and higher education institutions in the housing and urban-rural development sector may, in light of their own advantages and specific circumstances, apply for Ministry-level science and technology innovation platforms and prepare construction plans. Where relevant research institutes, higher education institutions, and enterprises and institutions jointly apply for Ministry-level science and technology innovation platforms, all units shall complement each other's advantages. Joint applicant units shall sign cooperation agreements, and the number shall not exceed 10. In principle, a researcher may hold a position in only one Ministry-level science and technology innovation platform, and may not hold positions in more than two science and technology innovation platforms (including ***).
The Interim Measures state that the construction period of Ministry-level science and technology innovation platforms generally does not exceed 3 years. Platforms that cannot complete construction tasks on schedule and achieve construction goals may apply in writing to MOHURD for an extension of the construction period; the extension shall not exceed 1 year and may be granted only once.
Ministry-level science and technology innovation platforms shall actively carry out major scientific and technological breakthroughs and technological research and development in the housing and urban-rural development sector. Support is given to Ministry-level science and technology innovation platforms in undertaking national and provincial/ministerial-level major scientific research tasks and capacity-building projects, and in participating in the research and formulation of relevant policies, standards, and specifications. Ministry-level science and technology innovation platforms shall, before the end of December each year, submit to MOHURD an annual construction progress report or annual operation report and the work plan for the following year.
The Interim Measures emphasize that housing and urban-rural development authorities at all levels and their staff shall perform their duties in accordance with the law in the management of science and technology innovation platforms and strictly observe integrity and discipline. Those who derelict their duties, engage in favoritism and malpractice, or abuse their power in their work shall be dealt with in accordance with laws and regulations.
