The Council Presidents' Meeting of the China Law Society was held in Beijing on the 22nd. The meeting emphasized the need to continuously deepen the study and interpretation of Xi Jinping Thought on the Rule of Law, to work hard on systematization and academic rigor, and to effectively promote the popularization of Xi Jinping Thought on the Rule of Law. Wang Chen, President of the China Law Society, presided over the meeting and delivered a speech.

　　The meeting pointed out that it is necessary to deepen research on basic legal theories and on the practice of comprehensively advancing the rule of law, and to organize the broad community of legal scholars and legal professionals to conduct in-depth research on major issues such as building a modern industrial system, promoting high-level scientific and technological self-reliance and self-strengthening, deepening reform in key areas, preventing and defusing risks in key areas, safeguarding national security and social stability, and ensuring and promoting social fairness and justice, so as to produce substantial research results. It is necessary to give full play to the role of the rule-of-law think tank, leverage the advantages of the China Law Society such as its broad foundation, wide-ranging connections, and concentration of talent, and innovate and improve the mechanisms for legal scholars and legal professionals to participate in decision-making consultation.

　　The meeting required that, with county-level law societies as the focus, with the resolution of difficult and complex cases, especially the backlog of petition cases, as the breakthrough point, and with the goal of achieving full coverage of the chief legal consulting expert work at the provincial, municipal, and county levels, work mechanisms should be improved, support and guarantees should be strengthened, the role of chief legal consulting experts should be better brought into play, and new and greater results should be achieved in the work of chief legal consulting experts. It is necessary to build and make good use of the grassroots service sites of law societies, and to organize the broad membership of law societies across the country to give play to their own strengths and positive roles in providing legal services such as legal consultation, legal popularization and publicity, and legal training.

　　As an important channel for foreign-related legal exchanges, the China Law Society bears the important responsibility of serving foreign-related rule-of-law work. The meeting pointed out that it is necessary to strengthen research on frontier topics in foreign-related rule-of-law theory and practice, and to provide intellectual support for building a foreign-related rule-of-law theoretical and discourse system with Chinese characteristics that integrates Chinese and foreign elements. It is necessary to actively participate in foreign-related rule-of-law struggles, strengthen research on improving mechanisms for countering sanctions, countering interference, and countering "long-arm jurisdiction" as well as on the protection of overseas interests, participate in foreign-related legislation and the formulation of international rules, promote the construction of a legal system for the extraterritorial application of China's laws, and firmly safeguard national sovereignty, security, and development interests.
