Recently, a special "070 (Zero Bullying) Bravehearts Action" legal education class was staged in the **courtroom of the Kouzhen Tribunal in Laiwu District, Jinan City, Shandong Province. By role-playing as judges and other participants, students from Binhe Primary School in Laiwu District, Jinan City deepened their understanding of the harms of school bullying, their knowledge of criminal trials, and their identification with the law.

　　Focusing on the "small entry point" of school bullying to solve the "big problem" of social livelihood. 　　Prevention: Promoting the establishment of dedicated working groups in 4,158 schools across the province

　　In the face of school bullying, it may take only a second for the bully to say "I forgot," but it may take a lifetime for the victim to say "I'm fine."

　　The Shandong Communist Youth League gives full play to the advantages of League and team organizations, adheres to promoting both pilot initiatives and comprehensive advancement, and promotes the establishment of dedicated working groups for the prevention and control of school bullying by school League committees and Young Pioneers organizations in 4,158 schools across the province, building a work system under the leadership of school Party organizations, with League cadres and Young Pioneers counselors as the main body, broad participation by League and student backbones, and support and coordination from all parties.

　　Li Xing, a member of the "Juvenile and Family Trial Team" of the Shinan District People's Court of Qingdao and a judge assistant, is a consultant for the "070 Bravehearts Action" dedicated working group studio at Qingdao Fuyuan Road Primary School. 　　Focusing on the work deployment of the "070 Bravehearts Action," the Jining Municipal Committee of the Communist Youth League coordinates the participation of social forces such as youth social organizations, youth affairs social workers, and young volunteers. It launched the "Rainbow Umbrella · Law Accompanies Youth" youth mock court competition legal education project, using cases to explain and popularize the law. At the same time, it launched the "Five Protections" self-protection curriculum project and regularly carries out a series of activities on preventing school bullying in schools.

　　The "070" Seed Project implemented by the Huaiyin District Committee of the Communist Youth League in Jinan focuses on special training on topics such as class atmosphere building and school bullying intervention plans, and jointly creates "070" peer education theatrical productions that realistically recreate the process of school bullying, guiding students to effectively avoid and calmly respond to school bullying behavior.

　　Since the launch of the "070 Bravehearts Action," the Shandong Communist Youth League has focused on using a youthful perspective and young language, designing and releasing an exclusive logo, and relying on the League organizations of Shandong University of Art & Design and Shandong University of Arts to create more than 60 themed posters. At the same time, it gives full play to the role of peer education and role model education, guiding primary and secondary schools across the province to carry out 11,300 themed League and team day activities, covering 2,922,400 young students.

　　The Shandong Communist Youth League promotes moving the threshold forward, pushing League cadres and Young Pioneers counselors to join forces with homeroom teachers, subject teachers, and psychological teachers to conduct concentrated visits and screenings among students, preventing and resolving hidden risks on campus. At the same time, it organizes League and student backbones to set up "League Member Volunteer Service Posts" and "Red Scarf Monitoring Posts" to keep detection and reporting channels open.

　　On the basis of giving full play to the linking and guiding role of League and team organizations, the Yishui County Committee of the Communist Youth League strengthens the construction of an integrated education chain of the Party, League, and Young Pioneers, deepens League-education collaboration, and explores a four-domain linkage working mechanism of "home, school, community, and internet." "Under the county's four-domain linkage framework of 'home, school, community, and internet,' schools have established a dynamic closed loop for hidden danger screening and initially built systematic student-status big data, basically achieving full coverage of campus '070' with no blind spots," introduced the person in charge of Yishui County Eighth Experimental Primary School.

　　"We have set up a 12355 workstation in the '070 Studio' to keep channels for expressing demands open, provide growth counseling and rights services for young people, and bridge the 'last mile' of serving young people," said the relevant person in charge of the Youth League Committee of Boshan Middle School in Zibo City.

　　To further keep reporting channels open, League and team organizations in primary and secondary schools across Shandong give full play to the role of the "12355" youth service platform, setting up dedicated work phones, mailboxes, and email addresses that are widely publicized to school teachers and students and students' parents. Taking Shandong Qingzhou Ethnic Secondary Vocational School as an example, since the launch of the "070 Bravehearts Action," the school has received 105 anti-bullying clues through phone, mailbox, and email.

　　The Shandong Provincial Committee of the Communist Youth League guides 3,538 schools across the province to rely on work positions such as school League committees, Young Pioneers, student unions, and student clubs to establish and plaque "070 Studios," produce "070 Bravehearts Action" guidance manuals, and establish emergency response plans, ensuring that school bullying prevention and control work has rules to follow, people to take charge, and people to do the work.

　　The Weihai Municipal Committee of the Communist Youth League established a "070 Studio" composed of 37 experts in psychological counseling and legal publicity and 6 social organizations, set up a rotating shift system, and provides free professional services such as psychological counseling, legal consultation, and dispute mediation. It also adheres to "one person, one case," with each studio member taking charge of 75 key students and carrying out no fewer than two visits and care sessions per month to protect the healthy growth of young people.

　　The Taishan District Committee of the Communist Youth League in Tai'an City, through forms such as hiring off-campus Young Pioneers counselors and vice principals for rule of law, incorporates personnel from courts, procuratorates, and other "youth rights protection posts" into the expert members of the "070 Studio," creating a "reservoir" of professional talent for preventing and controlling school bullying.

　　The Lijin County Committee of the Communist Youth League gives full play to social forces such as judicial organs and psychological health associations, inviting 35 national second-level psychological counselors to join the expert team. As one of the expert team members, Wang Zhenxing has now opened a dedicated "070 Studio" at Dongjin Experimental Middle School in Lijin County, assisting in establishing psychological counseling venues such as an emotional venting room and a sandplay room to promptly resolve emotional and psychological problems arising in students' study and life.

　　Assistance: Establishing a multi-party linkage long-term mechanism

　　"In an earlier psychological survey, we found that student Liu had a sense of inferiority and was weary of studying. In response, we asked a professional psychological teacher to take the initiative to talk with her and invited her parents to the school to communicate about the child's related issues. 　　The Liangshan County Committee of the Communist Youth League established a "070" comprehensive governance joint meeting system, clarified the division of responsibilities of various functional departments, and formed a legal aid system led by Party committees and governments, led by Youth League committees and education and sports departments, and supported by multiple departments such as public security, procuratorate, court, justice, and civil affairs. The Fangzi District Committee of the Communist Youth League in Weifang City, together with the district education and sports bureau, incorporated student bullying and violence incidents into the "Safe Campus" assessment system.
