The Guangzhou Municipal Development and Reform Commission recently issued the 2024 plan for key engineering and construction projects. In 2024, Guangzhou has arranged a total of 844 municipal key projects with an annual planned investment of 380.5 billion yuan. Compared with last year's 800 key projects and annual planned investment of 378.5 billion yuan, both the number of projects and the annual investment have achieved double growth this year. Looking at the data of the past five years, the number of projects and annual investment have also been growing continuously.
　　Among them, in 2024 Guangzhou has a total of 713 formally designated key construction projects, with an annual planned investment of 360.8 billion yuan. The list shows that a batch of infrastructure projects are included, such as the Phase III Expansion Project of Guangzhou Baiyun International Airport, the Baiyun Airport P4 Transportation Complex Project, the Nansha International Port and Shipping Center, the Guangzhou-Shaowei Railway (Guangzhou Section), the Guangzhou-Zhanjiang High-Speed Railway (Guangzhou Section), the Guangzhou East-Huadu Tiangui Intercity Railway, and the Guangzhou South Station-Baiyun Airport Section of the Guangzhou-Foshan Circular Line.
　　In addition, a batch of industrial investment and construction projects have also been selected as Guangzhou key projects, including the Tencent Guangzhou Headquarters Building, the Huawei Guangzhou R&D Center, the iFlytek Artificial Intelligence Building, and the XPeng Motors Guangzhou Parts Industrial Park.
　　In 2024, Guangzhou has a total of 131 preparatory key construction projects, with an annual investment plan of 19.7 billion yuan. Projects such as the Phase V Project of the Nansha Port Area of Guangzhou Port, the Foshan-Guangzhou-Dongguan Intercity Railway (Guangzhou Section), the Guangzhou Disruptive Technology Innovation Industrial Park Project, and the China Telecom Southern Science and Technology Innovation Center are on the list.

　　It is worth noting that among the 844 key projects, there are 281 infrastructure projects, 365 industrial construction projects, 11 ecological and environmental protection projects, 109 social and livelihood projects, and 78 urban renewal projects. Industrial construction projects have consistently led in number, demonstrating that Guangzhou has translated its commitment to "industry first and manufacturing-based city development" into concrete projects.
　　Among the 365 industrial construction projects, strategic emerging industry and advanced manufacturing projects account for nearly 60%, totaling 212.
　　It is precisely by "working year after year" in this way that Guangzhou has gradually formed a virtuous cycle for major municipal projects of "constructing a batch, putting a batch into operation, reserving a batch, and planning a batch." This year, the number of projects under construction accounts for more than 70% of the total number of projects.

　　Guangzhou will continue to promote the Phase III Expansion Project of Baiyun International Airport and the infrastructure supporting projects of surrounding airport economy industrial parks, and in particular accelerate the integrated air-rail construction of Baiyun Airport with Guangzhou North Station, Guangzhou Baiyun Station, and Guangzhou International Port. Among them, the Xintang-Baiyun Airport-Guangzhou North Station Intercity Rail Transit (Xinbaiguang Intercity) will be completed and open for initial operation.

　　Guangzhou will comprehensively advance the construction of the International General-Purpose Terminal Project in the Nansha Port Area of Guangzhou Port, and accelerate the preliminary work for the Phase V Project of the Nansha Port Area and the Nansha Port International Sea-Rail Intermodal Transport Terminal Project.

　　This year, Guangzhou will start construction of projects such as the Guangzhou East-Xintang Fifth and Sixth Lines and the eastern extension of Metro Line 8 (Wanshengwei-Lianhua), and strive to put into operation the Foshan-Dongguan Intercity Railway, the Guangzhou-Foshan South Ring Intercity Railway, Metro Line 11, and the eastern extension of Metro Line 3, with the operating mileage of the metro striving to exceed 700 kilometers.
　　Among them, Metro Line 11 is Guangzhou's first metro loop line, running from Guangzhou Railway Station to Pazhou and back to Guangzhou Railway Station, while the eastern extension of Line 3 runs from Panyu Square to Haibang Station. The much-watched Foshan-Guangzhou-Dongguan Intercity Railway (Guangzhou Section) and the integrated construction project of the Guangzhou East Station Comprehensive Transportation Hub are also planned to carry out preliminary work this year.
　　In addition, in terms of the high-speed and expressway network in the Greater Bay Area, Guangzhou will strive to start construction of projects such as the Shawan Waterway Bridge, and promote the completion of projects such as the Nanzhong Expressway, the Guangzhou-Foshan Bridge (Phase I), the southern section of the Airport Second Expressway, and the Shenzhen-Zhongshan Link (Guangzhou Section).

　　Guangzhou will promote the start of construction of projects such as the Aifo Optical Communication Filter Production and R&D Base and the CVTE Global Headquarters, and advance the completion and operation of projects such as the Huawei Guangzhou R&D Center (Phase I) and the Tencent Guangzhou Headquarters Building.
　　In terms of the intelligent and new energy vehicle industry, Guangzhou will complete projects such as Dongfeng Nissan Phase IV and the GAC Honda New Energy Vehicle Capacity Expansion; promote the accelerated construction of projects such as the XPeng Science and Technology Park, the ZF Automotive Electronics Factory, and GAC's independent electric drive project, and accelerate the formation of the "4+3+2" automotive industry development pattern.

　　In terms of biomedicine and health care
　　Guangzhou will focus on promoting the completion and operation of projects such as the Guangzhou Pharmaceutical Baiyunshan Biomedicine and Health R&D and Sales Headquarters and the KingMed Diagnostics Innovation Center.
　　In terms of the new energy industry, Guangzhou will advance the construction of projects such as TCL Zhonghuan and the Gaoking Solar High-Efficiency Photovoltaic Module project.
　　In terms of modern service industries, Guangzhou will accelerate the construction of projects such as the China Resources commercial office project in the Bai'etan Core Area and the China Travel Service Guangzhou North Station Duty-Free Complex, and start construction of projects such as the Phase I of the SHEIN Supply Chain Headquarters, the Quwan Technology Global Headquarters, the Vipshop International Innovation Center, and the Southern Headquarters of China Railway No. 4 Engineering Group.

　　In terms of livelihood projects
　　Guangzhou will advance the preliminary work of projects such as the expansion of Guangzhou Jiaotong University and Guangzhou Nanfang College; and strive to start construction of projects such as Phase II of the Hong Kong University of Science and Technology (Guangzhou) and the Phase II Campus of the Tsinghua University High School Greater Bay Area School.
　　Guangzhou will start construction of projects such as the Municipal Emergency Medical Rescue Command Center and the Sun Yat-sen University Cancer Center Science Center (Tianhe Campus).
　　The new Guangzhou Museum will also begin preliminary work. It is reported that, according to the previously announced plan, the project is located on the south side of Chigang Tower Park in Haizhu District, with a total construction area of 80,000 square meters.
　　At the same time, Guangzhou will also focus on the four major areas of the Guangzhou New Central Axis (Haizhu), Guangzhou Railway Station, Luochongwei, and the Huanshishan Innovation Source Area, and accelerate urban renewal projects such as Lijiao Village and Xinshitou Village in Haizhu District and Datansha Island in Liwan District. Newly started projects this year include Shuangsha Village, Miaotou Village, Jitang Village, Huafu Village, Zhujiang Village, and Xinxi Village in Huangpu District, as well as the Gaodijie Jinhongshun Project in Yuexiu District.
　　In addition, preliminary work for renovation will be carried out for Fenghe (Kangle Village and Lujiang Village) and Chisha Village in Haizhu District, Fengxia Village and Shuixi Community (Yuanbei Area) in Huangpu District, urban villages in the Lianhuawan Area of Panyu District, and the protection project of the Daxiaomazhan Academy Group in Yuexiu District.
