Premier Li Qiang of the State Council presided over the third plenary meeting of the State Council on February 18 to discuss the Government Work Report to be submitted to the second session of the 14th National People's Congress for deliberation, and to mobilize efforts for a good start to the year's work.

Li Qiang pointed out that reporting work to the National People's Congress is a statutory duty of the State Council, and producing a high-quality Government Work Report plays an important role in building consensus and pooling strength from all sides. It is necessary to actively respond to social concerns, fully listen to opinions from all sides, and further revise the report.

Li Qiang pointed out that at the very beginning of its tenure, this government clearly stated that it should serve as an executor, man of action, and doer in implementing the decisions and arrangements of the Party Central Committee. Over the past year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the State Council has firmly grasped this positioning and steadily advanced all work. Whether in this year's work or throughout the entire term of this government, this positioning must be unswervingly upheld, and its practical connotations must be continuously enriched and new improvements achieved in fulfilling duties and responsibilities.

Li Qiang emphasized that the whole year's work depends on a good start in spring. With the Spring Festival holiday over, all departments of the State Council must, in accordance with the arrangements of the Central Economic Work Conference, quickly get into work mode, firmly and diligently carry out all work, and strive to achieve new results in promoting high-quality development. First, we must firm up confidence and boost morale, further lift the spirit of taking on responsibilities and starting businesses, devote ourselves to work with full enthusiasm, take solving the practical problems that the people and enterprises care about as the breakthrough point for opening up new work prospects, do more things conducive to boosting confidence and expectations, maintain the consistency and stability of policy formulation and implementation, and boost the confidence of the whole society with pragmatic and effective actions. Second, we must put action first and seize every moment, firmly establish the orientation of truly doing solid work, effectively transform the sense of responsibility of "always feeling uneasy" into the action power of "having everything under control," strive to seize the initiative in work, aim for all work to achieve practical results as soon as possible, win the trust of the people with solid work and real achievements, and ensure that the final results conform to the decision-making intent of the Party Central Committee. Third, we must not shy away from difficulties and tackle hard problems, deeply plan and advance work in accordance with a systematic concept, persist in solving problems encountered on the way forward through reform, have the courage to break fixed ways of thinking and path dependence, continuously enhance the creativity and leading nature of work, and make every effort to promote the resolution of contradictions and problems. Fourth, we must improve efficiency and strengthen synergy, further enhance overall awareness and the concept of the big picture, take the initiative to step forward in grasping work, make good use of the evaluation mechanism for the consistency of macro policy orientations, improve the government service mechanism of "efficiently handling one matter at a time," establish and improve the closed-loop management mechanism for advancing implementation, and continuously improve overall administrative efficiency.
