As the Spring Festival approaches, compounded by the impact of cold wave weather, natural disasters and workplace safety accidents are prone to occur frequently, and the safety production situation is severe and complex. To effectively ensure the stable and safe operation of project construction, all project sites should resolutely ensure that hot work operations are carried out by certified personnel, implement the "pre-shift education" system, strengthen safety education and training, and continuously enhance the safety awareness of workers.

Scene: Recently, Shanghai issued a notice on further strengthening fire safety management at construction sites, requiring all parties involved in projects to further strengthen the investigation and governance of fire safety hazards, effectively raise awareness of fire safety risk prevention, and implement and put in place fire safety safeguard measures. Especially for decoration and renovation projects, relevant standards and specifications must be strictly implemented for hot work operations. Hot work at construction sites must strictly follow the three-level hot work approval system, with unified approval by the general contractor. Before approval, the work site must be inspected; before hot work begins, combustibles at the site must be cleared, fire extinguishing equipment and spark-catching receptacles must be provided, and on-site dedicated supervision personnel must be designated. Hot work is strictly prohibited without a hot work permit. At the same time, special operation personnel such as gas welders, cutters, and electric welders must work with valid certificates.

In safety production management, any operation involving open flames or that may generate sparks is classified as hot work. Construction sites are complex and changeable; non-standard operations can easily cause fire accidents, resulting in casualties and major property losses.

To prevent the above accidents, all construction projects should resolutely implement the safety responsibility system, strictly enforce safety management at construction sites, implement the safety responsibility system at every level, clearly define personnel division of duties, strengthen the review of electrical welding operators entering the site, and strictly control safety measures. The system of certified personnel for operations must be strictly enforced: construction units must use hot work operators who have passed formal national training and examinations, and the welding and cutting work items must match the qualifications held in their special operation certificates. Before operations, surrounding combustibles should be moved to a safe location; if they cannot be moved, they should be covered and sealed with non-combustible materials. In occupied, in-use crowded places, construction and maintenance operations with fire hazards such as electric welding, gas welding, gas cutting, abrasive wheel cutting, and painting are prohibited.

At the same time, on-site hot work such as welding, cutting, baking, or heating should be equipped with fire extinguishing equipment, and a hot work supervisor should be assigned. After construction operations are completed, ignition sources must be eliminated immediately, the work site thoroughly cleaned, and supervision maintained for a period of time to ensure there are no safety hazards before leaving the site, leaving no blind spots. In addition, hot work should be carried out in a ventilated environment. Welding produces toxic and harmful gases and smoke; a well-ventilated environment can prevent gas poisoning.

Industry regulatory authorities should strengthen safety production and fire inspections of key projects, key areas, and key positions, focusing on the plan approval, personnel certification, fire facility equipment, and site cleanup for hot work in decoration and renovation projects. For cases that genuinely require "operation while in use, construction while in use," inspections should focus on the cleanup of flammable and explosive materials in the work area, resolutely preventing fire caused by illegal hot work and other issues that could lead to major or above safety production accidents such as mass casualties.

Scene: "Currently, engineering construction has entered its peak period, and on-site safety hazards have increased. Everyone must always pay attention to changes in the surrounding environment during operations and always put safety first." Recently, at the pre-shift safety reminder meeting of the Shaanxi Two-Chain Integration Digital Industrial Park project, the project safety officer called the roll one by one, observed the workers' mental state and the availability of safety protective equipment, arranged the day's production tasks, safety precautions, and preventive measures for each position and trade, further emphasized safety production procedures and job safety operating procedures, and required frontline construction personnel to effectively implement all safety management regulations and strictly prevent various safety production accidents. At the same time, relevant fire warning cases were studied on site.

Pre-shift education is an important task that must be carried out as required before construction every day at building sites. It makes specific arrangements for the day's work, and on-site management personnel clearly communicate the safety matters that workers should pay attention to during work. It is an important means of ensuring building construction safety. Whether pre-shift education is carried out earnestly and solidly directly affects construction site safety. The once-daily pre-shift education transforms the original one-time, large-scale safety education into dispersed, fragmented instruction, focusing on explaining one or two key safety points each day. At the same time, combined with the day's construction characteristics, it provides targeted reminders to workers, making safety knowledge easier to accept and remember.

Through pre-shift education, tasks, safety, quality, and implementation are discussed, fully carrying out safety production education, warnings, and reminders, effectively enhancing the "ownership" awareness of frontline workers, safety management personnel, and supervisors in hazard investigation and mutual supervision, striving to press safety responsibilities down to the "last meter" and implement all measures and requirements at the "last step." This can effectively boost safety production construction, effectively promote the improvement of construction personnel's safety awareness and common knowledge, is of great significance for building a safety situation in which "everyone can talk about safety and everyone can respond to emergencies and avoid danger," and also lays a solid safety foundation for project construction.

At the training session, industry safety experts provided detailed interpretations of relevant industry safety standards and gave lectures on practices for improving engineering project safety standardization.

Regularly carrying out safety education and training activities can effectively enhance the safety prevention awareness of all personnel and help further improve the level of safety supervision. Relevant industry regulatory authorities, associations, and enterprises should carry out centralized safety education and training for "key minority" personnel such as project managers, safety directors, and construction leaders, comprehensively improving the overall quality of trainees and giving play to the "leading goose effect" of those at the top setting an example for those below. For special operation personnel, special equipment operation personnel, other key operation personnel, and other practitioners, training should focus on basic safety production knowledge, job risk control measures, practical operating skills, and on-site emergency response capabilities. By inviting safety production experts for practical training, trainees' professional skills can be improved, and their sense of responsibility and urgency for doing safety production work can be enhanced. In light of the construction characteristics of different seasons, training should focus on safety protection knowledge such as wind prevention, flood prevention, fire prevention, poisoning prevention, lightning protection, and fall prevention, effectively enhancing workers' prevention awareness and self-protection capabilities.

To make safety education and training "normalized and long-lasting," all projects under construction should integrate various emergency prevention drill training activities, open up the micro-circulation at the end of safety education, and promote the normalization and long-term effectiveness of training. Practitioners must be strictly required to receive the three-level entry safety education of the unit, project, and team, implement the site safety education and training system, and make good use of pre-shift education, centralized lectures, case-based education, and other forms, so that trainees can learn easily and understand clearly, enhancing training effectiveness.
