Recently, Hunan Province issued the Several Opinions on Promoting the Development of New Building Industrialization, proposing development goals for building industrialization for 2025 and 2030, clarifying seven key tasks including implementing categorized advancement and innovating management models, and providing policy support in seven aspects including optimizing bidding conditions, guiding market demand, and promoting green finance, thus elevating the promotion of new building industrialization development to a new height.

Developing new building industrialization is an inevitable choice for the construction industry to achieve the transition from large to strong. China has become a major construction country with a certain level of mechanization, industrialization, and modernization, but there is still a gap compared with the development goal of becoming a strong country in construction industry modernization. Entering the new development stage, building industrialization has taken on new connotations. In 2020, the Ministry of Housing and Urban-Rural Development and other departments issued the Several Opinions on Accelerating the Development of New Building Industrialization, clarifying that the driver of new building industrialization is the new generation of information technology, the means are systematic integrated design and lean production and construction throughout the entire project life cycle, the approach is to integrate the entire industrial chain, value chain, and innovation chain of engineering, and the goal is to achieve high efficiency, high quality, low consumption, and low emissions in engineering construction. Developing new building industrialization is conducive to driving the comprehensive transformation and upgrading of the construction industry, building an internationally competitive "China Construction" brand, and represents a new leap in industry progress, a new measure for energy conservation and emission reduction, and a new transformation in production methods.

Various regions have carried out beneficial explorations in promoting the development of new building industrialization. Building industrialization concerns all factors, the entire process, and the entire industrial chain of the construction industry, and is a complex systematic project. In recent years, various regions have taken the development of new building industrialization, represented by prefabricated buildings, as an important lever for the transformation and upgrading of the construction industry, and have successively issued relevant policy documents to promote the development of local new building industrialization. For example, Beijing issued the Implementation Plan for Promoting the Coordinated Development of Intelligent Construction and New Building Industrialization, highlighting the integrated application of the new generation of information technology throughout the entire construction process of prefabricated buildings, and striving to build a policy system, industrial system, and supporting technical system, standard system, and evaluation system for the coordinated development of intelligent construction and new building industrialization. Zhejiang Province issued the Action Plan for Quality Improvement of New Building Industrialization Development (2023-2027), focusing on five aspects—systematic planning, integrated design, lean construction, prefabricated decoration, and refined management—and prioritizing the implementation of 17 specific work tasks including giving play to the leading role of architects, promoting the full-process application of BIM (Building Information Modeling), and deepening standardized design, paying more attention to high-quality development on the basis of large-scale advancement. Shandong Province issued the Management Measures for the Chain Leader of the New Building Industrialization Industry Chain, proposing a chain leader mechanism for the new building industrialization industry chain, in which leading enterprises serve as the overall chain leader to integrate resources across the entire industrial chain and drive the coordinated development of all entities in the industrial chain; and larger enterprises or research institutions within segmented industries serve as segmented industry chain leaders, following the path of "specialized, refined, distinctive, and innovative" development to promote technological research and innovation. From "a few outstanding examples" to blossoming everywhere, the path of new building industrialization is constantly deepening and becoming more solid and effective.

Developing new building industrialization requires striving for new progress and new breakthroughs with new perspectives and new paths. Hunan Province has carried out systematic planning and steadily advanced new building industrialization with determination, vigor, and highlights. It creates new opportunities by changing from a government-led model to a government-guided and market-led model, enabling enterprises to make achievements in an increasing variety of prefabricated building products. It points out new directions by enhancing enterprise willingness through support policies such as fiscal subsidies, floor area ratio incentives, and precise regulation, and encouraging new building industrialization to expand from public buildings to commercial housing and self-built residential housing. It proposes new ideas by exploring the digital application of "BIM throughout the entire process" to achieve full coverage of forward BIM in prefabricated buildings, providing development ideas for "whole-house manufacturing" and bringing construction engineering one step closer to "building houses like manufacturing cars."

Stepping onto new peaks to open new horizons, raising the cloud sails to stand at the forefront of the tide. New building industrialization is based on the abundant achievements accumulated by the traditional construction industry and grounded in the brilliant accomplishments of China's industrialization development, rising with the momentum and growing stronger at the historic intersection of a new round of technological revolution and industrial transformation. The "new" lies in integrated concepts, in prefabricated models, in modern technologies, and in high-quality products, and is an important manifestation of "new quality productive forces" in the field of housing and urban-rural development. Standing at a new historical starting point, we must continue to set out following the "new" and move toward the "new," using new building industrialization to create a new engine for economic development and drive high-quality development of the construction industry to a new level.
