Recently, the Lanzhou Municipal Development and Reform Work and Full and Strict Party Governance Work Promotion Meeting was held, reviewing and summarizing the positive results achieved in Lanzhou's development and reform work in 2023, and arranging and deploying the key tasks for 2024.

In 2024, Lanzhou will go all out to advance engineering projects, fully leverage the "1+5+X" project promotion mechanism and the leadership contracting and handling mechanism, adopt effective measures, formulate detailed project promotion plans, and strengthen the scheduling and management of the "three project lists." It will keep close watch on new projects such as the Future Industrial Park Project (Phase I) and the All-Vanadium Redox Flow Battery Energy Storage Power Station Project (Phase I), adopt measures such as simulated approval, assisted handling and agency services, acceptance with missing materials, and commitment-based processing, guide project units to complete prerequisite procedures, accelerate processing progress, and strive for early commencement of construction. It will keep close watch on continued projects such as the Airport Phase III Expansion Project and the Central Corridor, fully apply the project contracting and linkage system, guide project units to accelerate construction according to scheduled milestones, and strive to generate more physical work volume. It will implement 100 "three batches" projects on a rolling basis and accelerate the progress of key project construction.

In terms of optimizing the business environment, Lanzhou will focus on 11 areas including process reengineering, service quality improvement, and being close to enterprises and assisting businesses, deeply carry out the "Year of Improving Quality and Efficiency in Optimizing the Business Environment" action, step up efforts to promote "six types of handling through one channel," and comprehensively improve full-life-cycle service levels for business entities and the people. Through paths such as direct cancellation, data sharing, notification and commitment, and departmental joint verification, it will root out all kinds of unnecessary certifications and cumbersome procedures and make every effort to create a "certificate-free city."

At the same time, it will accelerate the construction of a comprehensive transportation hub, focus on building a national comprehensive transportation hub city, accelerate the construction of the "three corridors and five axes" urban road network and the "seven horizontal and fifteen vertical" transportation skeleton network, and strive to build a modern comprehensive transportation system that is "externally connected and internally smooth, three-dimensional and diversified, green and smart." It will solidly carry out the preliminary work of the Lanzhou Railway Hub Optimization and Upgrade Project and accelerate the construction of key railway projects such as the Zhongwei-Lanzhou Passenger Dedicated Line (hub section), the Lanzhou-Zhangye Third and Fourth Lines, and the Lanzhou-Hezuo Railway. It will accelerate the construction of 13 categories and 100 key projects, focus on tracking the construction progress of projects such as the G30 Qingzhong Expressway, and complete the preliminary work of projects such as the S62 Xinglong Mountain Tourism Dedicated Highway and the S58 Qingbaishi to Zhonghe Highway.

It will fully implement the "1+N" policy system for carbon peaking and carbon neutrality, accelerate the research, development, promotion, and application of energy-saving and carbon-reduction technologies, and deeply advance energy-saving and efficiency-enhancing work in key areas such as industry, transportation, construction, and public institutions. It will promote green manufacturing and cleaner production across the entire industrial chain and continue to advance the construction of the national demonstration city for the circular utilization system of waste materials and the demonstration base for comprehensive utilization of bulk solid waste.
