On January 29, the Xuzhou Railway Construction and Development Service Center issued the "Tender Announcement for the XHPT-GK Section of the Xuzhou-Heze Conventional Railway Feasibility Study and Preliminary Approval Project." The project has entered the preliminary stage of feasibility study approval. The Xuzhou-Heze Conventional Railway is initially planned to branch off from the Longhai Railway, passing through Tongshan District, Pei County, and Feng County of Xuzhou City, then heading west into Heze City, Shandong Province, via Shan County, Chengwu County, and Dingtao District, and terminating at the existing Dingtao Station on the Beijing-Kowloon Railway. The project's construction will help promote the integrated transport development between Xuzhou, the central city of the Huaihai Economic Zone, and Heze City, support the building of a provincial sub-center city, and help meet the growing railway transport demand of Feng County and Pei County in Xuzhou City and other areas along the Xuzhou-Heze Railway.

1. Tender Conditions

The Xuzhou-Heze Conventional Railway Feasibility Study and Preliminary Approval Project has been approved for construction by the Xuzhou Municipal Transport Bureau under the "Xuzhou Municipal People's Government Office Request Handling Document No. 2023-635." The project owner is the Xuzhou Railway Construction and Development Service Center, and the construction funds come from self-raised funds, with a contribution ratio of 100%. The tenderee is the Xuzhou Railway Construction and Development Service Center.

2. Project Overview

The Xuzhou-Heze Conventional Railway starts from Shatang Station on the Longhai Railway, passes through Pei County and Feng County, and enters Heze, Shandong, with a total length of approximately 189 kilometers, of which the Xuzhou section is 106 kilometers (utilizing and upgrading 50 kilometers of the existing Xupu Railway, electrifying and upgrading 51 kilometers of the Fengpei Railway, and newly building 4.5 kilometers from Shouxian Station to the provincial boundary). It is planned to be built to the standard of a National Railway Class II single-track line with a design speed of 160 km/h. The estimated investment for the Xuzhou section is approximately 4.61 billion yuan.

3. Tender Content and Section Division

This tender consists of one section, namely the XHPT-GK Section. The scope of the tender is as follows: the feasibility study, related specialized research work, and follow-up services for the Xuzhou section of the Xuzhou-Heze Conventional Railway. (1) The engineering feasibility study includes preparing the feasibility study report and all surveys, site reconnaissance, data collection, and project investigation (preliminary survey) required for preparing the feasibility study report: the survey and measurement work necessary for carrying out the project, etc.; follow-up consulting services include assisting the construction unit with the feasibility study approval work and the preparation of relevant reporting materials, as well as assisting in organizing the review of the feasibility study report and ultimately obtaining the approval document, and providing the feasibility study materials required for other specialized approvals. (2) Specialized research: ① Land use pre-examination: including land use pre-examination agency services, on-site reconnaissance reports, land conservation assessment, permanent basic farmland supplementary designation plans, preparation of land use master plan modification plans, geological hazard assessment, and query of mineral resources under pressure, mainly for the preparation and review of land use pre-examination materials, ultimately obtaining approval from the land and resources department and obtaining the project land use pre-examination approval document from the relevant competent authority; ② Planning site selection: analyzing the relationship between the construction project and the city's long-term development, master plan, and specialized plans, demonstrating whether the project site selection meets the requirements of scenic and historic areas, historical culture and environmental protection, public safety, and disaster prevention and mitigation, obtaining preliminary review opinions and proposed site location maps issued by the urban and rural planning authorities of the cities and counties (cities) along the line, and obtaining the construction project site selection opinion letter issued by the Provincial Department of Natural Resources after the report passes expert demonstration; ③ Social stability risk assessment: conducting surveys and discussions with stakeholders and grassroots organizations involved in the project, combining online surveys and expert interviews, etc., to prepare a social stability risk assessment report. The assessment report shall pass expert review and obtain the filing registration form from the approval department. The budget amount for this project is approximately 11.0 million yuan.

4. Service Period

(1) Within 90 days after the contract is signed, complete and submit the draft engineering feasibility study report for review; based on the review comments, submit the revised study report within 30 days, until the feasibility study approval is obtained; (2) During the research work period, the research unit must submit the feasibility study report and other relevant documents in batches and in a timely manner according to the project approval needs and the owner's requirements; the submission time of each specialized research material must meet the needs of the research stage and the approval requirements.
