On January 28, the Liaoning Provincial Transport Work Conference was held. The conference summarized the achievements of 2023, assessed the current situation, and made arrangements and deployments for the next stage of work.

In 2024, the province's transport sector will anchor itself to safeguarding the "five major security" priorities and serving the "six highlands" goals, accelerate the building of a safe, convenient, efficient, green, economical, inclusive and resilient sustainable transport system, and focus on strengthening networks, ensuring smooth flow, optimizing services, promoting transformation, improving quality and efficiency, and preventing risks, so as to fully advance high-quality development of transport in the province and strive to serve as a pioneer in the three-year action for new breakthroughs in comprehensive revitalization and in modernization.

Advance the construction of modern transport infrastructure

This year, Liaoning plans to implement 76 key transport projects each worth over 100 million yuan, complete investment of no less than 60 billion yuan, an increase of no less than 15%, and strive to bring transport construction investment to a new level.

Construction will start on two expressways, Qinhuangdao-Shenyang (Phase I) and Xinfu-Fuxin. Construction of seven expressway projects under way, including the Beijing-Harbin expressway reconstruction and expansion, will be accelerated, with a construction mileage of 1,040 kilometers and annual investment striving to exceed 20 billion yuan. Construction of the Shenyang-Baishan high-speed railway will be accelerated, with completion of subgrade, bridge and tunnel works advanced, and track laying and the four electrical systems 80% complete, creating conditions for early opening to traffic next year. The Shenyang-Dandong relocation project will be pushed forward with efforts to complete more than 90% of the four electrical systems and track-laying works.

The Dalian New Airport will begin full-scale construction, and preliminary work on the second runway of Shenyang Taoxian Airport will achieve a breakthrough. Construction will begin on seven passenger and freight hub projects, including the Fushun North Station transport hub of the Shenyang-Baishan high-speed railway, the Boguan Station comprehensive passenger transport hub in the Shenyang-Fushun Demonstration Zone, and the Dalian Mail Processing Center. Implementation will begin on seven key projects each worth over 100 million yuan, including the Dalian Changhai Bridge, the Kaiyuan bypass of the Beijing-Fushun line, and the Jianping bypass of the Beijing-Shenyang line, to improve the transport efficiency of trunk corridors; 1,300 kilometers of national and provincial trunk highways and 6,000 kilometers of rural roads will be built or upgraded. Construction of six metro rail transit projects in Shenyang and Dalian will be accelerated.

Speed up implementation of the 300,000-tonne crude oil terminal at Yingkou Port, the 300,000-tonne channel construction at Jinzhou Port, and preliminary work on a 300,000-tonne crude oil berth, and advance implementation of the "three ports, two lines" Baohua Jin project. Further improve the ore transfer and dispatch mechanism, promote the renovation of ore berths at Dalian Port, and plan the construction of new berths. Advance the reconstruction and expansion of the Dayaowan deep-water channel and the channel dredging project in the Bayuquan port area, and launch full-scale construction of Taiping Bay Port. Accelerate construction of four port-access expressways and improve the collection and distribution system.

Focus on ensuring smooth logistics flow

Accelerate building of the "four systems." Consolidate and improve the unified command and efficient coordinated dispatch system at the provincial, municipal and county levels; build a well-laid-out material reserve system that can be deployed at any time; build a precise, efficient and well-supported transport and delivery system; and build a rapid-response maintenance and repair system that restores passage as soon as disruptions occur.

Establish and improve a three-level dispatch working mechanism for expressways across the province, involving the province, enterprises and stations, and carry out routine daily dispatch of expressway operating conditions. Continue to organize efforts to keep traffic flowing on the Beijing-Harbin reconstruction and expansion section, actively address problems arising from speed limit adjustments and half-width closure construction, and ensure safe and smooth traffic on the Beijing-Harbin artery.

Improve the coordination and linkage mechanism among transport, public security traffic management, meteorological and other departments during major holidays, do a good job in preventing and responding to severe weather, and handle emergencies promptly and efficiently. Solidly carry out transport service support during the Spring Festival travel rush and other key periods. Continue to give play to the "one-number hotline" for ensuring smooth logistics flow, coordinating and resolving transport difficulties case by case.

Prominently advance high-quality development of the port cluster

Advance construction of supporting terminal projects such as Dalian Hengli Petrochemical and the Taiping Bay grain deep-processing industry. Promote construction of a zero-carbon energy supply system featuring "microgrids plus distributed photovoltaics" at ports, and carry out smart shipping application demonstration projects. Optimize maritime transport corridors, open routes from Dalian Port to South America and to India-Pakistan, and add five container liner routes. For the full year, port cargo throughput and container throughput are expected to reach 780 million tonnes and 13.55 million TEUs respectively, up 3% and 5% year on year.

Improve transport quality, reduce costs and increase efficiency

Give full play to the comparative advantages of various transport modes, promote the rational flow of economic factors, and strive for total social freight turnover to exceed 4.7 trillion tonne-kilometers, up 2.3% year on year. Expand the coverage of expressway ETC financial support policies and further promote differentiated expressway toll policies. Port fees will be reduced by an average of 10%. Deepen pilot implementation of the "single document" system for multimodal transport to help enterprises reduce costs and increase efficiency.

Strongly support and serve major strategies

Relying on port resource advantages and the ports, highways and railway resources of the three northeastern provinces and the eastern Inner Mongolia region, accelerate construction of the Northeast Land-Sea Corridor. Advance creation of the Jinzhou Port national multimodal transport demonstration project and accelerate opening of a new international multimodal transport corridor by sea, land and rail that exits through the Zhuen Gadabuqi port. Support Shenyang in building a national China-Europe freight train assembly center, promote both the quantity and quality of China-Europe freight train services, and continue to rank among the top in Northeast China. Accelerate operation of Shenyang's TIR business. Vigorously enhance ports' reach to Russia, Japan and South Korea, Southeast Asia and China's southeastern coast.

Carry out a province-wide campaign to comprehensively improve poor and substandard sections of rural roads, maintain and upgrade 5,000 kilometers of rural roads, create 2,000 kilometers of beautiful rural roads, and implement 1,000 kilometers of safety protection projects. Actively strive to become national demonstration counties for "four-good rural roads" and rural logistics service brands. Promote opening of routes from Shenyang to Lhasa and other provincial capitals. Densify the road network in eastern and western Liaoning and accelerate a number of regional main-corridor projects such as the Lingsui and Benhuan expressways. Establish a multimodal transport development alliance for the three provinces and the eastern Inner Mongolia region and cultivate multimodal transport operators capable of cross-industry resource integration. Accelerate the quality improvement and upgrading project of G331 along the border. Launch preliminary scheme research for the Dandong-Tonghua high-speed railway. Carry out joint cross-regional law enforcement actions.

Accelerate smart and green transport development

Promote the shift of bulk cargo from road to water and from road to rail, achieve relatively rapid growth in railway transport, continue to keep the share of green transport by large industrial and mining enterprises above 80%, and focus on raising the share of green transport for bulk cargo at Yingkou Port. Encourage airlines to open all-cargo freighter routes and improve air cargo capacity. Vigorously develop multimodal transport, advance creation of multimodal transport demonstration projects, improve the efficiency of sea-rail intermodal transport organization, and ensure that the province's container sea-rail intermodal volume and its share remain among the top in the country.

Accelerate green and low-carbon development of transport. Promote upgrading of green equipment, carry out promotion of taxi electrification, add and renew 400 new energy buses, and raise the share of new energy buses in urban areas across the province to more than 71%. Implement 2,000 kilometers of highway greening and replanting. Strengthen the construction and use of shore power at ports and for ships, and continue to carry out tough action on port pollution prevention and control.
