The General Offices (Comprehensive Departments) of 8 departments including the National Health Commission and the Ministry of Housing and Urban-Rural Development recently jointly issued a notice requiring further advancement of the occupational health protection action and improvement of workers' occupational health literacy levels.

The notice requires efforts to promote employers' fulfillment of their primary responsibilities, strengthen occupational health training for employers, promptly inform workers of occupational disease hazard factor testing and evaluation results and occupational health examination results, strengthen the building of healthy enterprises and the campaign to become an "Occupational Health Expert," and promote the organic integration of regulatory enforcement with popular science outreach.

Intensify intervention on occupational health literacy of key populations. It is required to scientifically conduct occupational health literacy monitoring; relevant departments should strengthen collaboration and coordination, and in light of local conditions, scientifically organize and implement occupational health literacy monitoring for key populations such as teachers, medical and health personnel, industrial enterprise workers, construction workers, sanitation workers, sewer workers, migrant workers, and workers in new forms of employment; strengthen fund management, quality control, and technical training guidance for monitoring projects to ensure that annual monitoring tasks are completed with both quality and quantity guaranteed. Effectively use literacy monitoring results to carry out targeted interventions, and achieve full coverage of occupational health literacy intervention for workers in the secondary and tertiary industries as early as possible.

Deepen the "five entries" campaign of occupational health knowledge. Taking occupational disease prevention and treatment institutes (centers), centers for disease control and prevention, and other professional institutions as the main popular science venues, focus on industries and fields with high occupational disease hazard risks, primary and secondary school teachers and teachers and students of vocational colleges, rural villages where migrant workers are concentrated, and communities where industrial and mining enterprises or workers in the secondary and tertiary industries are concentrated, and advance the "entry into institutions, enterprises, schools, villages, and communities" of occupational health knowledge in accordance with local conditions.

Carry out extensive and diverse popular science publicity and education. It is required to build occupational health popular science publicity brands, set up popular science publicity and training platforms, establish an occupational health popular science expert database, build provincial-level occupational health popular science resource libraries, actively compile popular science publicity works, and build a batch of scientific, authoritative, and well-received popular science publicity venues.

The notice requires that local health administrative departments at all levels, housing and urban-rural development, transport, emergency management and other departments and units strengthen communication and coordination, reinforce support and safeguards, and jointly advance occupational health popular science publicity and training for workers in key industries and fields, achieving effective linkage with work safety, work injury prevention, and other efforts. They should, in light of actual conditions, intensify work guidance, especially guidance for areas with weak resources, dynamically track and promptly resolve problems existing in popular science publicity work.
