Notice on the Selection of QC Experts for the Construction Industry of Hebei Province

To the construction industry associations of all cities (including Xinji City), the Construction Industry Association of Xiong'an New Area, all member units, and relevant units:

In order to thoroughly implement the "Quality Powerhouse" strategy and further give play to the guiding role of industry experts in the quality control circle (QC) activities of the construction industry in Hebei Province, in accordance with the "Measures for the Management of Construction Industry Experts of Hebei Province," it has been decided to select QC experts for the construction industry of Hebei Province within the industry and to establish a QC expert pool of the Hebei Provincial Construction Industry Association. The relevant matters are hereby notified as follows:

I. Eligibility Requirements for Application as a QC Expert of the Construction Industry of Hebei Province

(1) Experts shall support the Party's lines, principles and policies, be dedicated to their work, conscientiously perform their job duties, adhere to principles, be fair and impartial, honest and trustworthy, upright in conduct, and rigorous in scholarship, possess good professional and moral qualities, observe work discipline, and be in-service personnel employed or re-employed by an enterprise (unit) that is a member unit of our association;

(2) Be familiar with the relevant laws and regulations, standards and specifications of the construction industry, and possess a relatively high level of professional and technical competence and rich practical experience;

(3) Expert application:

1. Possess an intermediate technical title (or corresponding registered professional qualification);

2. Possess a primary QC training certificate issued by the *** Association (within the past three years) or an intermediate QC training certificate issued by the Provincial Construction Association, and have QC review experience;

3. Have previously served as the principal person in charge of an enterprise QC group, and that QC group has won a provincial-level QC first-class (or above) achievement;

4. Be no older than 65 years of age.

(4) Senior expert application:

1. Possess a senior technical title (or corresponding registered professional qualification);

2. Possess an intermediate or senior QC training certificate issued by the *** Association (within the past three years), or a senior QC training certificate issued by the Provincial Construction Association, and have rich QC review experience;

3. Be a leader of enterprise QC work or the person in charge of the quality or science and technology department;

4. Be no older than 65 years of age.

II. Application Materials to Be Provided

(1) Application form;

(2) A bareheaded two-inch electronic photograph of the applicant;

(3) Scanned copy of the appointment document;

(4) Scanned copy of the technical title certificate;

(5) Scanned copies of QC training and award certificates;

(6) Scanned copy of the QC expert certificate issued by the *** Association;

(7) Summary table of the recommending unit.

III. Application Requirements

(1) The individual applies voluntarily, and the enterprise (unit) shall exercise unified control and organize the application;

(2) The written materials and certificates must be authentic and valid, and must be affixed with the enterprise's official seal;

(3) All application materials shall be submitted online. Submission address: log on to the official website of the Hebei Provincial Construction Industry Association (http://www.hbsjzyxh.com/) for online submission — QC Expert Pool;

(4) The construction industry associations of all cities shall organize recommendations; enterprises from other localities entering Hebei may directly recommend and apply, and the recommendation form and personal photograph (with the name as the file name) shall be sent to the designated email address;

(5) Application deadline: March 10, 2024

IV. Expert Management

(1) QC experts shall be incorporated into the expert pool of the Hebei Provincial Construction Industry Association for unified management, and certificates shall be issued;

(2) For QC activities or quality trustworthy team review activities carried out by our association, preferred selections will be made from this expert pool;

(3) Experts who are reported for violations of rules during the above review activities will be removed from the expert pool and will not be recruited again for 5 years;

(4) Experts in this pool will be given priority in recommendations for experts of the *** Association.
