It is reported that, in accordance with winter pollution prevention requirements, Anning District must complete the final phase of the 2013 coal-fired boiler treatment and renovation work by the end of October, ensuring timely heating for units undergoing coal-fired boiler renovation; further strengthen construction dust management, with construction sites promptly landscaped and restored so that no bare loess is exposed; severely punish behaviors such as vehicles traveling on roads without covers or enclosures, with mud (soil) on wheels and bodies, road spillage, and arbitrary dumping of muck; and suspend implementation of mountain-cutting and land-creation projects. In addition, all earthwork operations such as demolition and road excavation will be halted starting October 15, and mandatory measures such as green net covering and dust suppression spraying will be implemented on exposed ground at existing construction sites; bare land at schools, factories, sports fields, units and family courtyards, residential communities, and other places not subject to landscaping must adopt ecological hardening and permeable paving, etc.; dust prevention measures must be promptly taken for damaged road surfaces within the jurisdiction and repairs completed within one month; where road excavation is truly necessary, construction shall be carried out in sections with closures, and all backfilling and asphalt paving shall be completed before the end of October; strengthen management and timely removal of garbage along the Lanzhou-Chongqing Railway marshalling station, in back streets and alleys, and in river and flood channels. Manual sweeping operations shall stop during windy weather of Level 4 or above; designated personnel shall be assigned to fixed posts and positions, with checkpoints (cards) set up for random road inspections. At the same time, inspection points shall be set up at entrances and exits of the jurisdiction to exercise checkpoint control over transit vehicles and large freight vehicles, and penalties shall be imposed on vehicles with excessive emissions and those emitting black smoke. Large trucks and agricultural vehicles are completely prohibited from driving in urban areas during the daytime (7:00-22:00). Comprehensively carry out supervision of coal distribution points, prevention and control of low-altitude non-point source pollution, and the "Wash the City, Clean the Sky" campaign, while suspending production at 9 enterprises including mineral mining and processing and building materials enterprises.

　　In addition, Anning District has also issued the "Anning District Air Pollution Emergency Plan" to strengthen air pollution weather forecasting, early warning, and emergency response work, promptly and effectively prevent, control, and respond to air pollution weather, and reduce the degree of harm from air pollution. The plan stipulates that air pollution is divided into yellow warning, orange warning, and red warning; district and street emergency command bodies and corresponding working groups shall be established; and in accordance with forecasting and early warning mechanisms such as "air quality release, prevention, warning levels, warning information release, and warning measures," work such as "implementation of emergency plans, graded response, and emergency termination" shall be carried out.
