Qi Jun, Chairman of the China Construction Machinery Association, stated that the association is negotiating with the State Taxation Administration on regulating used machinery transactions. The focus of the negotiations is the certification of ownership rights for used machinery, in order to facilitate used machinery trading.

Qi Jun made the remarks at the "2013 China Construction Machinery Aftermarket Development Forum." He believes that the sale of used construction machinery is currently difficult to regulate, mainly because ownership rights are unclear. The association is currently negotiating with the State Taxation Administration, with the focus on the certification of ownership rights for used machinery.

Qi Jun believes that the certification of ownership rights for used machinery requires the cooperation of enterprises, namely that enterprises should report the identification numbers of the products they manufacture each year, so as to resolve the circulation issues of used machinery and enable users to clearly understand the origin of used machinery. In the United States and Europe, all construction machinery manufacturers operate in this way. Only when aftermarket trading rules are standardized can the normal, large-scale circulation of used equipment be achieved, and only then can the construction machinery aftermarket truly thrive.

Qi Jun also revealed that the excavator industry has now been designated as a pilot industry for the construction machinery used equipment business, and the association is working hard to standardize trading rules.
