Qi Jun, Chairman of the China Construction Machinery Association, stated that the association is negotiating with the State Administration of Taxation on standardizing used machine transactions. The focus of the negotiation is the certification of used machine ownership to facilitate used machinery trading.

　　Qi Jun made the above remarks at the "2013 China Construction Machinery Aftermarket Development Forum." He believes that the sale of used construction machinery is currently difficult to standardize, mainly because ownership is unclear. The association is currently negotiating with the State Administration of Taxation, with the focus on the certification of used machine ownership.

　　Qi Jun believes that the certification of used machine ownership requires the cooperation of enterprises, that is, enterprises must report the identification numbers of manufactured products annually in the future, so as to solve the circulation problem of used machines and enable users to clearly understand the source of used machines. In the United States and Europe, all construction machinery manufacturers operate in this way. Only when aftermarket transaction rules are standardized can the normal, large-scale circulation of used equipment be realized, and the construction machinery aftermarket truly thrive.

　　Qi Jun also disclosed that the excavator industry has been listed as a pilot industry for the construction machinery used machine business, and the association is working hard to standardize transaction rules.
