Beijing is considering incorporating temporary buildings into door and building plate management to enhance precise decision-making in social service management and facilitate people's work and life. The "Beijing Municipality Door and Building Plate Management Measures (Draft for Review)", which is open for public comment starting today, stipulates that temporary buildings shall be assigned temporary door and building plates before demolition. However, to avoid any ambiguity that the installation of temporary door and building plates might legitimize illegal construction, the Measures stipulate that temporary door and building plates are merely place-name signs indicating the address information of temporary buildings and shall not serve as the basis or proof of the legality of the buildings themselves. After a temporary building is demolished, the public security organ shall promptly cancel its temporary door and building plate.

　　At the same time, Beijing plans to move the numbering process for door and building plates earlier. By using standard place names at the earliest possible stage, the uniqueness of door and building plate address information is ensured. In response to the current situation where delayed numbering easily leads to inconsistent address information, the Measures move the numbering process earlier, requiring construction units to draft a door and building plate numbering plan in accordance with national and Beijing municipal standards for door and building plates during planning and design, and to pre-number the door plates, building plates, unit plates and household (room) plates of construction projects. In addition, planning administrative departments are required, when reviewing and issuing planning project permits, to solicit opinions from the public security organs in the location of the construction project regarding the door and building plate numbering plan.

　　It is understood that at present, the functions of Beijing's public security, planning, transportation and other relevant departments regarding place-name management are dispersed, with each managing only one segment and multiple authorities issuing orders, which is not conducive to the concrete implementation of door and building plate management. The Measures stipulate that the municipal public security organ is the competent department for door and building plates in Beijing, responsible for organizing, coordinating, supervising and guiding the city's door and building plate management work, while district and county public security organs are specifically responsible for the numbering, installation, use, maintenance and management of door and building plates within their respective administrative areas. Other administrative departments shall actively cooperate.
