　　He said that in terms of the legislative supply for free trade port construction, the Standing Committee of the Hainan Provincial People's Congress this year will attach great importance to exploratory, innovative, and leading legislation, attach great importance to "small-incision" and "small, fast, and flexible" legislation, and attach great importance to the quality and efficiency of legislation.

　　Specifically, in terms of trade and investment liberalization and facilitation, it plans to formulate regulations such as the minimalist approval regulations, the regulations on promoting the construction of an international commercial arbitration center, and the provisions on commercial dispute mediation. In terms of risk prevention and control, it plans to formulate regulations such as the anti-smuggling regulations, the provisions on environmental safety access management for entry and exit, and several provisions on preventing the invasion of alien species. In terms of accelerating the consolidation of the industrial foundation, it plans to formulate regulations such as the regulations on the development of international data centers and the regulations on promoting the digital economy. In terms of building the National Ecological Civilization Pilot Zone, it plans to formulate regulations such as the provisions on the forest chief system and the provisions on the management of prevention and control of marine environmental pollution from ships.

　　Li Jun introduced that in 2023, the Standing Committee of the Hainan Provincial People's Congress, focusing on accelerating the construction of the free trade port regulatory system and highlighting key areas such as trade, investment, cross-border capital flows, personnel entry and exit, transportation and communications, the safe and orderly flow of data, and tax guarantees, made systematic arrangements for legislative work over the next five years, with 120 regulations planned for deliberation, including 42 regulations that need to be introduced at an accelerated pace before independent customs operation and 41 regulations that require intensive work and are to be submitted for deliberation when conditions are ripe.

　　In 2023, the Standing Committee of the Hainan Provincial People's Congress promoted and safeguarded trade and investment liberalization and facilitation through legislation, formulated the regulations on the administration of market entity registration, implemented the reform of the market entity registration confirmation system, and supported key parks of the Hainan Free Trade Port in carrying out pilot trials through legislation. At the same time, it also formulated regulations on the comprehensive governance of "three-nos" vessels and on coastal public security management, strengthening risk prevention through legislation.
