On January 23, the Ministry of Housing and Urban-Rural Development held a video scheduling meeting on production safety work to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions and directives on production safety, earnestly implement the instructions and requirements of Premier Li Qiang and other leading comrades, deeply learn the lessons of recent accidents, and deploy efforts to ensure production safety in the housing and urban-rural development sector before and after the Spring Festival. Wang Hui, Member of the Party Leadership Group and Vice Minister of the Ministry of Housing and Urban-Rural Development, attended the meeting and delivered a speech.
The meeting noted that with the Spring Festival approaching and compounded by the impact of cold wave weather, natural disasters and production safety accidents are prone to occur frequently, and the production safety situation is severe and complex. Housing and urban-rural development departments at all levels and relevant units must earnestly study and implement the spirit of General Secretary Xi Jinping's important instructions and directives, effectively enhance the sense of responsibility of "always being uneasy in mind," adhere to the principle of putting people and life first, strengthen bottom-line thinking, regard protecting people's lives and safety as the most realistic "top priority of the country," go all out to ensure production safety in the housing and urban-rural development sector, and take practical actions to uphold the "Two Upholds."
The meeting emphasized that housing and urban-rural development departments at all levels and relevant units must, in accordance with the decisions and arrangements of the Party Central Committee and the State Council, deeply learn the lessons of recent accidents, keep a close watch on key areas, conduct thorough and complete investigations and rectification of risks and hidden dangers, and resolutely prevent and curb the occurrence of major and especially major accidents. First, deepen the special rectification of urban gas safety. Establish a regular investigation mechanism for gas safety hazards, improve the mechanism for eliminating existing gas safety hazards and controlling new ones, promptly carry out "look-back" inspections for investigation and rectification, ensure that the rectification of existing safety hazards truly "clears the warehouse and sees the bottom," and strictly control new safety hazards. Continue to strengthen the deterrent effect of supervision and law enforcement, consolidate the foundation of the rule of law, continuously strengthen gas safety training and publicity, and promote the formation of a social atmosphere in which "everyone talks about safety and everyone knows emergency response." Second, strengthen precise investigation and governance of safety hazards in housing and municipal engineering construction. Guard against construction safety risks brought by extreme weather, and formulate corresponding preventive measures and emergency plans. Urge projects under construction to prevent and resolve collapse risks at foundation pits, scaffold foundations, and other locations, and strengthen control of construction safety hazards caused by strong winds and cold waves to the operation of tower cranes, aerial work baskets, and other mechanical equipment. Carry out special investigations and rectification targeting risks that may arise after construction is suspended for the Spring Festival, such as corrosion and aging of mechanical equipment parts, failure of safety devices, instability of high cut slopes, and accumulation of toxic and harmful gases in confined spaces. Conduct full-coverage inspections for resumption of work and production after the festival to ensure that production safety conditions are met. Third, continue to advance the investigation and rectification of safety hazards in urban and rural housing buildings. Deepen the special rectification of self-built house safety, and in response to the safety risks brought by the substantial increase in self-built house business activities during the Spring Festival, make early arrangements, plan ahead, and respond proactively, resolutely ensuring that "people do not enter dangerous houses and dangerous houses do not admit people" and that "business is not conducted with hazards and hazards are not present in business." Carry out safety inspections and design return visits for large-span public buildings. Consolidate the results of investigating and rectifying safety hazards in rural housing, establish a regular inspection mechanism for rural housing safety, and actively respond to the challenges to rural housing safety brought by the large-scale return of rural populations and the increase in gathering activities during the Spring Festival, especially for temporary gathering venues set up for wedding banquets and feasts, assigning dedicated personnel for key inspections and promptly handling any problems found. Strengthen the management of shared parts of properties and shared facilities and equipment.
The meeting required that housing and urban-rural development departments at all levels and relevant units must coordinate efforts in the operation and management of urban municipal public facilities and in responding to and handling natural disasters and emergencies, and strictly prevent and control various risks. First, strengthen the safety management of municipal facility operations. Effectively strengthen the safety guarantee of urban heating operations, strictly urge professional operating units such as heating, water supply, drainage and sewage treatment, and waste treatment to strengthen inspections and maintenance of the operational safety of facilities and equipment, and ensure the safe operation of facilities and equipment. Conduct thorough investigations of safety hazards in urban parks, zoos, and other venues, and improve various emergency work plans. Give full play to the role of the urban operation management service platform, strengthen daily inspections of urban management, and promptly take measures to eliminate safety hazards. Strengthen the safety management of various outdoor advertising facilities and signboards. Second, do a good job in responding to and handling natural disasters such as earthquakes, rain, snow, and freezing. Pay close attention to earthquake disasters, improve emergency plans, strengthen emergency drills, and further enhance emergency response capabilities. After an earthquake disaster occurs, promptly activate the emergency response mechanism in accordance with regulations, and solidly carry out emergency assessment of buildings after the earthquake and emergency repair and rush repair of municipal facilities. Pay close attention to the impact of extreme cold weather and disasters such as rain, snow, and freezing on production safety work, strengthen risk reminders and safety publicity, improve the emergency rescue system, establish and improve emergency rescue teams, and prepare sufficient rescue vehicles, equipment, and various emergency rescue materials. Third, improve the ability to respond to emergencies. Further improve the management system for production safety information officers, strengthen the education and training of information officers at all levels, truly manage and make good use of information officers, pay close attention to the dynamics of production safety information in the housing and urban-rural development sector, grasp accident situations at the first opportunity, and improve the ability to respond promptly to emergencies and the quality of information reporting. Strengthen duty and on-duty attendance, strictly implement the accident reporting and investigation and handling system, promptly report accident information in accordance with prescribed requirements, and seriously investigate and deal with units and individuals that delay reporting, omit reporting, make false reports, or conceal accidents. Strengthen contact and cooperation with firefighting, emergency management, and other departments; once an emergency occurs, promptly activate emergency response, solidly carry out on-site guidance, respond and handle scientifically and effectively, and make every effort to ensure the safety of people's lives and property and social stability.
Jiang Xiaoqun, Chief Engineer of the Ministry, presided over the meeting.
