Recently, the 04-B-14 plot project of Phase II Building Construction, a sub-project of the Wenzhou Fintech Culture Center construction project located on Qidu Future Science and Technology Island, was topped out. With an investment of approximately 1.2 billion yuan and a total floor area of about 90,000 square meters, this sub-project will serve as supporting facilities for the Ouyue Academicians' Home and is also one of the province's "Thousand Projects, Trillion Yuan" projects.
　　Major projects are key support for achieving high-quality urban development. According to the Lucheng District Development and Reform Bureau, in 2023 Lucheng District started construction on 86 major engineering projects, and 75 major projects were completed and put into operation. In the past month alone, 11 projects were topped out, achieving breakthroughs at important milestones, injecting surging momentum into Wenzhou's urban construction and helping accelerate development.

　　In recent years, Lucheng District has vigorously pursued key engineering projects and major platform construction, strongly advanced project planning, adhered to the dual-driven approach of "long-term planning + short-term plans," and, based on actual conditions and resource advantages, focused on industrial transformation, infrastructure, and social livelihood to plan 516 major projects for 2023. Among them were 188 continued-construction projects, 128 newly started projects, and 200 preliminary-stage projects, with a total investment of 433.5 billion yuan and an annual planned investment of 29.4 billion yuan.
　　In 2023, the district anchored its goals and continued to advance the effective implementation of project investment, completing a total investment of about 53.4 billion yuan. Among this, 188 continued-construction projects completed an investment of about 38.1 billion yuan, and major projects under the province's "Thousand Projects, Trillion Yuan" initiative completed an investment of 2.835 billion yuan, ranking second citywide.
　　Among the batch of projects topped out last month, they are distributed across several hotspot areas including Qidu, Niushan, Zhongyangtu, Shuang'ao, and Tengqiao, covering projects in science and innovation, commerce, new energy, manufacturing, and residential housing. Among them, Qidu alone has 3 projects; in addition to the 04-B-14 plot project of Phase II Building Construction of the Wenzhou Fintech Culture Center construction project, there are also 2 resettlement housing projects. The 05-B-35a plot project on Qidu Island has a total investment of 1 billion yuan and a total floor area of 180,000 square meters, providing 928 resettlement housing units; the 04-B-29 plot project on Qidu Island has a total investment of 1.25 billion yuan and a total floor area of 220,000 square meters, providing 1,170 resettlement housing units. Once completed, they will further enhance the quality of living in the area.
　　The D-07 plot construction project of the Zhongyangtu unit in the Yangshuang area of Wenzhou, located in the Zhongyangtu area in the western part of the main city, has a total investment of 150 million yuan and a total floor area of 22,500 square meters. It will be built into a high-end business center integrating dining, hotels, and business. The A-08 plot project of the Shuang'ao unit in the Yangshuang area consists of 8 buildings comprising 1,113 senior apartments and community supporting facilities. The project has a total investment of 1.3 billion yuan and a total floor area of 180,000 square meters. Once put into use, it will provide integrated health services for the elderly.
　　The Baorunpu New Energy Vehicle Intelligent Manufacturing Project located in the Lucheng Light Industry Park has a total investment of 1 billion yuan and a land area of 33,000 square meters. It will be built into an industrial demonstration base integrating technology research and development, design and manufacturing, and marketing services. The first phase of the project is expected to be completed by the end of 2023, and after production begins, the annual output value is expected to exceed 400 million yuan.
　　In addition, the talent apartment project on the HX-14-A06 plot of the Niushan East Unit in the core area, the Jiali Chemical New Materials Manufacturing Project, as well as the standard factory building construction project on the secondary-industry returned land in Nan'an Village of Tengqiao Town, the tertiary-industry returned resettlement housing project of the Zhuqiao Village Shareholding Economic Cooperative, and the resettlement housing construction project on the A-117b plot of the Light Industry Park were all topped out last month.

　　Three years focusing on three core areas; full efforts to advance 39 major projects
　　At the start of the new year, with a call at the provincial conference on high-quality project construction and enterprise development, Wenzhou quickly sounded the assembly call to "focus everything on projects and revolve everything around projects." According to preliminary surveys, Lucheng District has planned and is advancing 507 major projects for 2024, with a total investment of about 385.8 billion yuan. It will focus on core areas such as the Oujiang New City, the Millennial Doucheng, and the Western Fashion City, and within three years make full efforts to advance a total of 39 major projects in the continued-construction, newly started, and pending-construction categories, covering scientific and technological innovation, transportation facilities, modern industry, historical culture, and social livelihood.
　　Among them, the Oujiang New City CBD area has the most projects, 17 in total, each of no small significance. For example, the Binjiang CBD river-embracing transportation framework project includes the Binjiang Business District Underground West Ring Road Municipal Engineering, the Fudong Road river-crossing tunnel project, and the Qidu Second Bridge, with a total investment of about 9.27 billion yuan. Once completed, it will continuously improve the internal and cross-river transportation network of Binjiang CBD.
　　The Oujiang New City CBD headquarters economy project includes the construction of 10 buildings for 8 enterprises, including the Wenzhou regional headquarters of Chint Group and the Huafeng New Materials Application Joint Innovation Center, with an average investment intensity exceeding 1 billion yuan. It includes financial enterprises, digital enterprises, and leading manufacturing enterprises, and in the future will also introduce headquarters projects such as Qingshan Headquarters and Zhejiang Communications Investment.
　　The China Resources Urban Center project, the Lucheng Plaza International Fashion Center project, the Shufa Building, and the Qingshan Enterprise Business Building (F-08 plot) will all create super high-rise buildings. In particular, the Qingshan Enterprise Business Building has a total above-ground floor area of about 200,000 square meters and is planned to be a 399-meter super high-rise building. In addition, the Binjiang CBD advanced cultural and creative project will create the Wenzhou Cultural Exhibition Center, along with projects such as the Taohua Island Leisure Sports Complex and the Binjiang CBD Yungu Future Community.
　　As for the Qidu area of Oujiang New City, it mainly focuses on the construction of the International Future Science and Technology Island, arranging and advancing the Oujiang New City Artificial Intelligence Incubator and the Yangtze River Delta Technology Enterprise Headquarters and International Intelligent Manufacturing Center startup area projects, while also advancing the Qidu Second Bridge construction project.
　　The Millennial Doucheng area focuses on advancing historical culture and social livelihood projects, accelerating the construction of 10 projects including the protection and enhancement of the Wenzhou Zicheng city wall ruins and the Qiaolou, the overall conservation, activation, and utilization of the Dong'ou King Temple Nanshan area (Mochi Huagai Li historical block), Phase I of the Jiangxin Island West Garden renovation and enhancement project, the Qingnianfang historical block area development, the city's digital ecological EOD project, the Nanxi Opera Cultural Industry Park, and the integrated ancient city and Tang River project. In particular, the much-watched Shuomen Ancient Port Ruins Park project has a construction scope of about 150 mu, and its construction content includes a museum, the ruins themselves and the Haitan Mountain area, historical block renovation, and the underpass realignment project.
　　At present, the Western Fashion City is entering an era of large-scale development. In the next three years, it will advance the construction of 9 projects, including the Large Incubator Integration Project, the Western New City Central Fashion Axis Project, the Western New City High-end Service Comprehensive Project, the Western New City Fashion Industry Port Project, the Western Multimodal Transport Project, the Shoe Art Town Project, and the Daizhai Mountain Mining Land Comprehensive Development and Utilization Project. Among them, the Western New City Central Fashion Axis Project includes Chahua (B-10 to B-15), the Lucheng Western New City Commercial Water Street Project (E-14 to E-17), and the Innovation Incubator (B-16 to B-20), and is intended to create supporting commercial facilities. The Western New City Rapid Transportation Circle Project includes 11 roads such as the Riverside Expressway (western section), the Oujiang River Crossing Tunnel, and the underground traffic ring road project, and is intended to build a rapid transportation circle.
