"Since we officially obtained the land and the 'land use checklist,' we have successively completed project filing, issuance of the land use planning permit, real estate (land) registration, and procedures such as water and soil conservation and environmental impact assessment. Recently, we have been refining and revising the planning and design scheme. Project construction is progressing smoothly," said Feng Zhenghao, project application manager of the Shaanxi Investment Emerging Power Semiconductor Industrialization Base project, on January 22.

In February 2023, Shaanxi Investment Group signed a project landing agreement with Fengxi New City of Xixian New Area, with a total investment of 5.1 billion yuan and a total land area of 399.36 mu. Immediately after the signing, the Xixian New Area Natural Resources and Planning Bureau (Fengxi) Work Department took action, acquiring and reserving the candidate site plots that met the enterprise's requirements, and then launched a government-led assessment and survey of nine items, submitting the assessment and survey reports and other materials in a timely manner. In May 2023, the enterprise officially obtained the land and the 'land use checklist,' more than 90 days ahead of schedule, saving more than 800,000 yuan in total costs.

"To prevent the situation where project construction units cannot start work after acquiring land because relevant indicators do not meet standards, we have actively explored and implemented the reform of the 'land use checklist system' for social investment projects, moving forward various procedures that land users would otherwise need to handle themselves after acquiring land to the pre-land-supply stage, to be completed uniformly by government departments," said Zhang Jian, director of the Engineering Construction Reform Department of the Xixian New Area Administrative Approval Service Bureau.

After the reform, when Xixian New Area transfers land, it not only handles relevant procedures for land users but also provides a comprehensive list of plot characteristics including information on cultural relics, historical buildings, ancient and famous trees, and mineral resources, and delivers relevant assessment results and report templates to land users together, achieving 'usable upon transfer' of land.

"Shaanxi is a major province of cultural relics—'underground cultural relics are found in Shaanxi' and 'Qin bricks and Han tiles are everywhere in Xi'an.' At first we worried that exploration work for cultural relics and historical buildings would be slow and delay project progress. Now, after the implementation of the 'land use checklist system' reform, we can start construction as soon as we obtain the land, without cumbersome matters such as demolition, site clearing, compensation, and various reviews. The project is advancing very smoothly," said Feng Zhenghao.

The rapid progress of the Shaanxi Investment Emerging Power Semiconductor Industrialization Base project is just a microcosm. Since 2023, in accordance with the deployment requirements of the province's 'Three Years' activities, Xixian New Area has continued to deepen the reform of the engineering project approval system and comprehensively implemented the new 'minimalist and ultra-fast' approval model, whose main contents are the land use checklist system, phased permit system, classified approval system, itemized acceptance system, and full-process service system, effectively ensuring that various key projects have achieved 'accelerated speed.'

Phase I of the West Zone of Xixian New Area · Qinhan Great Health Industrial Park (Qinchuangyuan Qinhan Medical Engineering Industrial Park) covers an area of about 287 mu, with a total investment of about 2.7 billion yuan, and is divided into two sections, south and north. The south section is mainly for pharmaceutical production, mainly building 14 pharmaceutical production plants and 2 supporting residential buildings; the north section is mainly for medical device production, including 14 medical device production plants, 3 pilot test workshops, and 1 public testing platform.

"Phase I of the West Zone of the Great Health Industrial Park has enjoyed the 'phased permit system' policy and achieved 'start of construction upon land acquisition,'" said Zhang Jian. In the past, engineering projects could only apply for construction permits after completing the construction drawing review and determining the general construction contractor, and the construction drawing review and determination of the general construction contractor took a long time, causing many projects to start slowly. To address this problem, Xixian New Area broke with convention by dividing the construction permit into two parts—'foundation pit and slope support' and 'pile foundation and main works'—and issuing permits in phases, enabling various projects to start construction at least 2 months earlier.

"During the project development and construction process, the Xixian New Area Government Services (Qinhan) Center provided full-life-cycle assisted agency services, completing four procedures—the land certificate, civil air defense review, planning review, and foundation pit construction permit—within 4 working days, greatly advancing the date of construction entry, reducing the enterprise's cost investment during the project construction stage, and laying a solid foundation for the project's later delivery and operation," said Guo Ke, project leader of Phase I of the West Zone of Xixian New Area · Qinhan Great Health Industrial Park.

Including this project, in 2023 a total of 29 projects in Xixian New Area achieved 'start of construction upon land acquisition' through the implementation of the 'phased permit system.' Supported by the new 'minimalist and ultra-fast' approval model, in 2023, 64 provincial-level, 158 municipal-level, and 523 new area-level key construction projects in Xixian New Area completed investments of 26.1 billion yuan, 48.4 billion yuan, and 77.7 billion yuan, respectively. Among them, 125 key engineering projects such as LONGi's 150GW monocrystalline silicon wafers and cells and Western Superconducting started construction smoothly, and major projects such as LONGi's 29GW cells and SANY Intelligent Manufacturing were completed and put into use.

"This year, we will deepen and expand the 'Three Years' activities, further advance the reform of 'streamlining administration, delegating power, improving regulation, and optimizing services,' make good use of the new 'minimalist and ultra-fast' approval model, improve administrative approval efficiency, stimulate the development vitality of business entities, and help Xixian New Area achieve high-quality economic and social development," said Dong Guangli, director of the Xixian New Area Administrative Approval Service Bureau.
