On January 18, 2024, the Provincial Energy Administration organized and convened a special dispatch meeting on the province's national large-scale wind power and photovoltaic base projects. Deputy Directors Yuan Weimin, Zhou Wu, and Kang Jian of the Provincial Energy Administration attended the meeting. Relevant departments of the Provincial Energy Administration, the energy bureaus of Haixi Prefecture and Hainan Prefecture, and relevant responsible comrades of various new energy enterprises attended the meeting.

The meeting noted that Qinghai Province's three batches of large base projects are major measures by the state to promote the clean energy low-carbon transition and enhance energy security guarantee capacity, and are currently the mainstay of Qinghai's new energy development, strongly supporting the growth of clean energy installed capacity and fixed asset investment in the first three years of Qinghai's 14th Five-Year Plan period. These three batches of projects are of great significance to Qinghai Province's construction of a national clean energy industry highland.

All parties must attach great importance, effectively enhance the sense of urgency and mission, strengthen organizational leadership, dispatch and coordination, and investment, and seize the golden window period for clean energy development. Projects already connected to the grid must accelerate the construction of energy storage facilities to ensure stable and high-quality power generation; projects under construction must learn from the experience of outstanding enterprises and accelerate construction progress; projects in the preliminary stage must obtain construction land approval as soon as possible and enter the site for construction, ensuring that base construction tasks are completed on schedule by the end of the year, and making every effort to promote the construction of the clean energy industry highland.

The meeting required further raising political awareness and strengthening responsibility; the construction of large-scale wind power and photovoltaic bases is an important task assigned by the Party Central Committee. Project owners must achieve full grid connection of the ** batch of large base projects as soon as possible and accelerate the completion of the second and third batches of large base projects; State Grid Qinghai Electric Power Company should assist in project grid connection work. The energy bureaus of Hainan Prefecture and Haixi Prefecture should continue to give full play to the role of the special task force for new energy project approval, strengthen factor guarantees, optimize approval processes, urge projects to accelerate construction progress, and ensure projects are completed and put into operation on schedule.

Next, the Provincial Energy Administration will further strengthen overall planning and cross-departmental coordination, work backward from deadlines, and make every effort to promote the completion and operation of national large base projects on schedule, helping Qinghai Province build a national clean energy industry highland with high quality.
