The "Pudong New Area Comprehensive Reform Pilot Implementation Plan (2023-2027)," issued by the General Office of the CPC Central Committee and the General Office of the State Council, was released on January 22.

The guidelines propose granting Pudong New Area greater autonomy in reforms of key areas and critical links, supporting deeper reforms and higher-level opening up, providing support for Pudong New Area to build itself into a leading area for socialist modernization, and better playing a demonstrative and leading role in comprehensively building a modern socialist country and advancing Chinese-style modernization.

The plan is divided into seven parts overall. In the general requirements, the plan proposes adhering to emancipating the mind, upholding integrity and innovating, adhering to openness and cooperation, pioneering and piloting, adhering to a systematic perspective, coordination and efficiency, adhering to co-construction and sharing, refined governance, and adhering to laws and regulations and holding the bottom line. By 2027, the pilot tasks will be basically completed, and breakthrough progress will be made in institutional innovation.

The plan makes specific deployments in five aspects: intensifying openness in rules and standards to create a demonstration window for institutional opening up; improving the scientific and technological innovation system to build an open innovation ecosystem; deepening the reform of the talent development system and mechanism to accelerate the building of a high-level talent hub; deepening the transformation of government functions to stimulate the vitality of various business entities; and deepening the practice of people's city construction to explore new paths for mega-city governance.

In terms of safeguard measures, the plan proposes upholding and strengthening Party leadership, improving working mechanisms, strengthening the rule of law safeguards, and conducting timely summaries and evaluations.
