Recently, it was learned from the Office of the Leading Group for the Reform of the Approval System for Engineering Construction Projects of the Autonomous Region that since 2023, the autonomous region has carefully identified the bottlenecks and pain points in the business environment of the engineering construction field, focused on making further efforts and tackling key problems in the precise implementation of reform measures and the standardization, normalization, and facilitation of approval, continued to carry out the reform of "full-chain government services," and advanced the "upgraded version" of the reform of the approval system for engineering construction projects, further improving the quality and efficiency of engineering construction project approval across the region. At present, important indicators such as the parallel approval rate, 10-minute data sharing rate, and data accuracy rate in Guangxi remain at the national first-class level.

The upgrade and renovation of the Guangxi Engineering Construction Project Approval Management System has been fully launched, promoting complete connection, interconnection, and "full-chain handling" between the Guangxi Engineering Construction Project Approval Management System and the main business systems of relevant departments, and achieving data sharing. All 14 prefecture-level cities in the region have completed connection with the National Engineering Construction Project Approval Management System, the Autonomous Region Engineering Construction Project Approval Management System, the fire protection system, the construction drawing review system, the unified identity authentication of the government service integration platform, the item library, the Guangxi Investment Project Online Approval and Supervision Platform, the city's "multiple plans integration," electronic licenses, electronic seals, and other systems, realizing full-process online handling.

Nanning City iteratively upgraded the "start construction upon land acquisition" 4.0 version, explicitly implementing tolerance-based commitment approval based on enterprise credit for engineering construction projects, allowing enterprises to first obtain construction permits while deferring materials such as land use approval procedures and construction drawing review qualification opinions; Liuzhou City pioneered the implementation of "construction with one certificate" across the region, enabling the three stages of "project initiation and land use planning permission, engineering construction permission, and construction permission" to advance simultaneously, breaking through the constraints of serial approval across the "four stages" and realizing full-process parallel approval of projects; Wuzhou City implemented "theme-based" and "scenario-based" approval service "panoramas," publishing 37 "theme-based" and "scenario-based" approval service "panoramas" for engineering construction projects, integrating engineering construction project approval into 3-4 stages according to different themes and different scenario models, integrating 20 main-process approval items across the entire cycle, compressing approval links by 42.30% and streamlining application materials by 38.09%.

Since its launch, 3,846 intermediary service agencies have settled in, 171 demand information items have been published, and 94 selection announcements have been made.

　　It is reported that this year the autonomous region will continue to promote the implementation of reform measures such as project planning and generation, parallel approval, regional assessment, and the notification and commitment system in projects. In 2023, the region handled 50,846 approval services through the approval management system and approved 12,854 engineering construction projects, including 4,209 projects in the project initiation and land use planning permission stage, 1,894 projects in the engineering construction permission stage, 3,119 projects in the construction permission stage, 2,774 projects in the completion acceptance stage, and 858 projects in the parallel advancement stage.
