On January 18, the Provincial Housing and Urban-Rural Development Work Conference was held in Hefei. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, fully implemented the arrangements and requirements of the National Housing and Urban-Rural Development Work Conference, the Fifth and Sixth Plenary Sessions of the 11th Provincial Party Committee, and the Provincial Economic Work Conference, summarized the work of 2023, analyzed the situation, and clarified the key tasks for 2024. Before the conference, Vice Governor Shan Xiangqian issued instructions on the province's housing and urban-rural development work. The conference pointed out that in 2023, the province's housing and urban-rural development system resolutely implemented the decisions and arrangements of the Party Central Committee and the State Council, the Ministry of Housing and Urban-Rural Development, and the Provincial Party Committee and Provincial Government, always bearing in mind the "top priorities of the nation" and caring about "the concerns of the people," withstood downward economic pressure, responded to various difficulties and challenges, and strove to do practical things for the improvement of people's quality of life and contribute to the overall improvement of economic performance. New progress and new results were achieved in housing and urban-rural development. First, upholding the Party's political building as the guiding principle, full and rigorous Party self-governance was deepened. Theme education was carried out solidly, forming a regular theoretical study mechanism of "half-monthly study and monthly research" for the Party group and "weekly study and half-monthly discussion" for Party branches, promoting the transformation and application of more than 40 research results, and formulating and issuing more than 10 industry institutional documents. Organizational building was continuously strengthened, forming a number of distinctive brands such as "Construction Research Pioneer," "Sunshine Cost," and "Learn from Lei Feng Pacesetter." Persistent efforts were made to improve conduct and enforce discipline, and unhealthy tendencies were resolutely rectified. Second, coordinating the enhancement of confidence, risk prevention, and transformation promotion, the housing conditions of the people continued to improve. Efforts were made to stabilize the real estate market and prevent and resolve real estate risks; 183,800 units of shantytown renovation were newly started, public rental housing security was provided to 813,500 households, 123,300 units (rooms) of government-subsidized rental housing were developed, 1,273 old residential communities were renovated, and the role of the housing provident fund was actively brought into play. Third, serving the "two major groups" with heart and effort, the results of benefiting the people and enterprises continued to emerge. Property management services were rectified and improved, the construction of "Anhui Beautiful Red Property" was continuously promoted, a concentrated rectification and improvement campaign for residential property management was carried out, 191,000 property-related issues were resolved, the provincial-municipal-county 1+16+N "Speak Out on Property" platform was opened, and public concerns were actively responded to. The business environment was continuously optimized, and the building of the industry talent team was promoted. Fourth, the urban renewal action was deeply implemented, and the vitality of urban functions and quality was further enhanced. Urban area renewal was promoted, with 407 key renewal projects such as Weigang Wangwei in Hefei and Dalongfang in Wuhu implemented, and area-based renovation covering 171.8 square kilometers. The construction of the urban infrastructure system was advanced. Historical and cultural protection and inheritance were strengthened. The 14th China (Hefei) International Garden Expo was successfully held. Fifth, with scientific, refined, and intelligent management as the main direction, new breakthroughs were achieved in urban governance capacity. Domestic waste classification was comprehensively promoted, and the 16 prefecture-level cities basically achieved "zero landfill" of domestic waste. The improvement of the city appearance and environment was continuously promoted, and urban governance effectiveness was consolidated and enhanced. The conference clarified nine areas of work to be done well in 2024.

First, consolidate the foundation for the people's happy and secure living. Stabilize and standardize the real estate market, adhere to city-specific policies, one-city-one-policy, and precise policies, establish a new mechanism for the linkage of "people, housing, land, and money" factors, and meet rigid and improved housing needs. Properly handle the risks of real estate enterprises, establish a real estate financing coordination mechanism with the city as the unit, and ensure that all projects included in the "guaranteed delivery of housing" database are delivered. Strengthen the supervision of pre-sale funds for commercial housing. Implement the construction of the "three major projects," guide Hefei City in scientifically preparing plans and programs, strengthen project planning and reserves, refine and implement support policies, and accelerate project commencement and construction. Secure the bottom line of housing security, add 70,000 units (rooms) of government-subsidized rental housing, and issue public rental housing rental subsidies to 20,000 households. Renovate 2,351 units of dilapidated urban housing and complete the renovation of 988 old urban residential communities. Promote the participation of flexible workers in the housing provident fund system. Advance the construction of "good housing" and actively explore housing inspection, housing pension, and housing insurance systems.

Second, continue to build an upgraded version of Anhui construction. Improve the policy system for the high-quality development of the construction industry, promote the development of the entire construction industry chain, increase policy support for construction enterprises to "go global," accelerate the cultivation of enterprises with special-grade qualifications, establish a regular contact mechanism for construction enterprises, and strive to achieve an annual growth rate of construction output value of more than 6.4%. Make every effort to promote the construction of the China Construction (Anhui) Industrial Internet Platform and build it into the central hub and smart brain for the transformation of the construction industry. Carry out special rectification actions for prominent problems in the construction market, solidly advance the clearing of arrears owed to construction and real estate enterprises, deeply carry out special rectification of prominent problems in the field of engineering construction bidding, and continuously create a better construction market environment.

Third, promote the green development of urban and rural construction. Implement the urban sewage pipeline network rectification campaign, renovate and upgrade more than 1,500 kilometers of urban sewage pipelines, and add 400,000 tons of urban sewage treatment capacity per day. Consolidate the results of black and odorous water body treatment in prefecture-level cities and basically eliminate black and odorous water bodies in built-up areas of county towns. Coordinate and properly handle the rectification of problems found in the Central Ecological and Environmental Protection Inspection and its "look-back," the Yangtze River Economic Belt ecological and environmental warning film, and the provincial ecological and environmental protection inspection. Strengthen building energy efficiency management, vigorously develop star-rated green buildings, and strengthen the standardized application of prefabricated general components and parts. Carry out actions to improve the quality of urban landscaping, add and upgrade more than 15 million square meters of urban garden green space, build more than 300 urban "pocket parks," and normalize the open sharing of park green spaces. Improve the historical and cultural protection and inheritance system, and strengthen the overall protection and utilization of historical and cultural cities, towns, and villages, as well as historical and cultural blocks and historical buildings.

Fourth, improve the level of urban construction and governance. Deeply implement the urban renewal action, comprehensively carry out urban physical examinations, launch provincial legislation on urban renewal, study and establish an urban design system, and improve the technical standard system for urban renewal. Promote the urban renewal pilots in Chuzhou and Tongling and the construction of 43 urban renewal areas (units). Accelerate the systematic construction of urban infrastructure. Strengthen the investigation and rectification of hidden dangers in water supply facilities, promote the replacement of groundwater sources with surface water sources in northern Anhui, and carry out evaluations of standardized urban water supply management. Strengthen the overall coordination of urban management, improve the "one committee, one office, one platform" work system, promote "one network unified management" of urban operations, and deepen refined urban governance. Improve the quality and efficiency of domestic waste classification, and strive for a coverage rate of 95% for domestic waste classification in residential communities of prefecture-level cities. Normalize environmental sanitation governance in key areas such as back streets and alleys, urban villages, and farmers' markets, build another batch of "sit-on-the-ground" urban living room demonstration areas, and create the "cleanest cities."

Fifth, build a higher-level safe housing and urban-rural development system. Deeply promote the construction of urban lifeline safety projects, accelerate the implementation of the second phase of the urban lifeline safety project, focus on expanding application scenarios to gas user terminals, bottled liquefied gas, and the water environment, and promote full coverage, full-process, and full-chain prevention and control of urban lifelines. Deeply carry out special rectification of urban gas safety, and renovate and upgrade more than 2,500 kilometers of urban gas pipelines and other underground pipeline networks. Deeply promote the special rectification of self-built housing safety, and improve the long-term safety management mechanism for self-built housing. Carry out a three-year action for tackling root causes in work safety in fields such as housing and municipal engineering, increase inspection and law enforcement efforts, and strengthen the deterrent effect of case investigation and handling.

Sixth, promote the construction of livable and workable beautiful villages and towns. Strengthen the protection and utilization of traditional villages, launch provincial legislation on traditional village protection regulations, prepare a provincial special plan for the protection and utilization of traditional villages, and propose guidelines for the protection and development of traditional villages by zone and category. Promote the census and archiving of traditional villages and traditional buildings, and carry out rescue repair and protection of traditional buildings that are on the verge of collapse or seriously damaged. Establish a long-term mechanism for housing security for low-income rural groups, deepen the investigation and rectification of hidden dangers in rural housing safety, and continue to promote the renovation of dilapidated rural housing and seismic resistance renovation of rural housing. Improve the collection, transportation, and disposal system for rural domestic waste, with a harmless treatment rate of rural domestic waste in the province of more than 83%. Explore and promote the construction of distinctive towns.

Seventh, solidly do practical things that warm the people and benefit enterprises. Make great efforts to solve the urgent, difficult, worrying, and anxious problems of the people. Solidly promote the year of action for improving property management services, improve the "Speak Out on Property" message platform, build and operate the province's comprehensive property management platform, improve the industry regulatory system, and enhance the professionalism and standardization of property services. Focus on the weak links in urban water supply, gas supply, and heating, carry out the investigation and rectification of hidden dangers in facilities, and prevent large-scale and long-term supply interruptions. Create a first-class industry business environment, promote the standardization and listing of engineering construction project approval, optimize and improve building permit handling measures, and enhance the efficiency of government services. Deepen the concentrated campaign to resolve petition conflicts, and solidly promote the resolution of petition problems in key areas such as real estate development and transactions, housing expropriation and compensation on state-owned land, property services, and arrears of project payments and migrant workers' wages.

Eighth, comprehensively consolidate the foundation for housing and urban-rural development. Improve laws, regulations, and standards, promote the "formulation, amendment, and repeal" of laws and regulations in the field of housing and urban-rural development, prepare a tree diagram of the engineering construction standard system, and improve the credit supervision mechanism for urban construction archives. Strengthen industry scientific and technological support, carry out research on key core technologies, and promote the engineering and industrialization of scientific and technological achievements. Accelerate the implementation of "Digital Housing and Urban-Rural Development." Strengthen the building of the talent team, deeply implement the "Talent Anhui Tour" series of activities, solidly promote the building of high-level talents and highly skilled talents, and normalize the recruitment of talents and attraction of intelligence. Pay attention to public opinion publicity, improve the news planning mechanism, carry out thematic publicity in combination with key work, and enhance the effectiveness of news publicity.

Ninth, strengthen Party leadership and Party building. Deeply study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and implement firm support for the "Two Establishments" and resolute fulfillment of the "Two Upholds" into concrete actions. Deeply implement the important requirement of General Secretary Xi Jinping's "four grasps of implementation," adhere to the fine tradition of "four down to the grassroots," continue to do a good job in serving the people, serving talents, serving enterprises, and serving the grassroots, see reality and go all the way to the end, and discover and solve problems. Strictly implement the spirit of the Central Eight-Point Regulation and its implementation rules, and tirelessly rectify the "four forms of decadence." Strictly enforce political discipline and political rules, strictly conduct intra-Party political life, and carry out political supervision in a concrete, precise, and normalized manner.
