To all municipal and prefectural construction industry associations and all relevant units:

In order to encourage construction enterprises to establish and improve quality assurance systems, strengthen quality management, and promote the continuous improvement of construction quality in our province, in accordance with the "Measures for the Selection of High-Quality Projects in Hunan Province" (Xiang Jian Xie [2019] No. 3), our association has decided to carry out the selection of the first batch of high-quality projects in Hunan Province for 2023-2024. The relevant matters are hereby notified as follows.

I. Application Method and Requirements

Online application shall be adopted. After logging into the "Provincial High-Quality Project Application and Evaluation System" on the homepage of Hunan Construction Information Network, the applicant unit shall click the "Select Project to Apply" button and click the intended project in the list of projects that have completed filing. The application system will automatically import the construction permit, construction contract (joint contracting agreement), subcontract, fire acceptance materials, completion acceptance records, and completion acceptance filing form based on the project filing information, and generate the application form. After printing the application form and the letter of commitment, signing and affixing seals, the applicant unit shall upload the scanned copies in the attachment section, and at the same time check the following materials in the attachment section to complete the application.

1. Quality acceptance documents for the sub-divisions of subcontracted works, and safety production standardization assessment materials for each quarter; for industries and regions where safety production standardization assessment has not been carried out, provide safety and civilized construction certification materials from the industry competent authority at the municipal level or above.

2. 8-10 color photographs that can reflect the overall appearance of the project and the quality of major local parts.

II. Recommendation Method and Requirements

1. After the applicant unit completes the application, the recommending unit shall log into the system to review the application materials, click recommend, upload the recommendation letter, and complete the recommendation work.

2. The recommending unit shall proactively accept the guidance of the construction administrative department and the supervisory organ as well as social supervision; the recommended projects must be publicly announced in local public media for no less than 7 days.

3. The recommending unit shall strictly control the review and the issued recommendation letter shall clearly specify the quality ranking.

4. The recommending unit shall not charge any fees to the applicant unit in the name of the award.

III. Project Selection Procedure

After online application, preliminary review and recommendation by the recommending unit, and our association's organization of experts to review materials, re-inspect the site, evaluate, and publicize without objection, the applied projects shall be selected as the first batch of high-quality projects in Hunan Province for 2023-2024.

IV. Other Matters

1. All works specified in the same construction permit shall be applied for.

2. Rail transit projects shall be continuous construction sections and shall include all subcontracted works within the section.

3. Projects that failed the process inspection for the creation of premium projects in Hunan Province shall not be applied for.

4. If the recommending unit recommends projects that obviously do not meet the requirements, such as substandard project scale, incomplete construction procedures such as fire protection and filing, or insufficient occupancy rate of residential projects, our association will issue a notice throughout the province and report the situation to the relevant competent departments.

5. The suggested number of recommended projects is determined based on the application and award situations of each city and prefecture in the past three years, combined with the number of filed projects in the premium project filing system, and shall be strictly implemented.

6. The PPT of the system operation process can be downloaded from the login interface of the application and evaluation system.

7. The recommending unit shall complete the recommendation work before March 15, 2024.
