The reporter learned from the 2024 Gansu Provincial Transport Work Conference held on January 16 that this year the province's transport system will coordinate high-quality development and high-level safety, strive to accelerate the building of a transport powerhouse, base itself on the construction of a comprehensive transport system, and do a good job in the "six articles" of planning development, planning projects, planning reform, planning innovation, planning livelihoods, and planning cooperation, fully implement the ministry-province cooperation agreement, deeply plan and implement three new expressway corridors, and complete 350 kilometers of expressways (Class I highways) and 200 kilometers of ordinary national highways.

Hu Changsheng, Secretary of the Gansu Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, and Ren Zhenhe, Deputy Secretary of the Provincial Party Committee and Governor, issued instructions on the province's transport work. Hu Changsheng required focusing on the central overall situation, strengthening responsibility, deeply advancing the "transport strengthens the provincial capital" action, fully promoting the acceleration and quality improvement of major transport project construction, striving to build a road-derived economy industrial chain, and continuously improving the construction of the comprehensive transport system and service levels. Ren Zhenhe proposed continuously improving the planning system and implementation mechanism, opening up the "major arteries" and smoothing the "microcirculation", and striving to build a transport infrastructure system that covers urban and rural areas, has complete functions, and provides strong support.

Liu Peng, Party Secretary and Director of the Gansu Provincial Department of Transport, said that this year the transport industry will plan and think from an overall perspective, combine the present with the long term, base itself on the construction of a comprehensive transport system, focus on networking, filling gaps, and strengthening chains to do a good job in the "planning development" article, focus on effective transport investment to do a good job in the "planning projects" article, focus on breaking bottlenecks and constraints to do a good job in the "planning reform" article, focus on transforming the development mode to do a good job in the "planning innovation" article, focus on the people's needs for better travel to do a good job in the "planning livelihoods" article, and focus on the direction of the whole society running transport to do a good job in the "planning cooperation" article.

This year, Gansu transport will go all out to grasp transport project construction, accelerate the promotion of projects such as the Hezuo-Sailong section of the Wuhai-Maqin Expressway and the Luluba-Baiyin section of National Highway 341, complete 8 expressways (Class I highways), open up the Gansu section of the Lanhai Expressway and the Pingmian Expressway, add expressway access to Lintan County and Zhuoni County, and advance the construction of the Lanzhou-Xining national comprehensive freight hub city for supplementing and strengthening chains; accelerate the implementation of the ministry-province cooperation agreement, and ensure that all unstarted projects included in the "14th Five-Year Plan" transport plan start construction within this year and next; around the "strengthening the provincial capital" action, fight the Lanzhou comprehensive transport battle well, accelerate the progress of the third phase expansion project of Zhongchuan Airport, and complete and put into operation the Qingshuiyi-Fujiayao section and the Fujiayao-Kushui section of National Highway 312; closely follow the post-disaster transport facility recovery and reconstruction plan for the 6.2-magnitude Jishishan earthquake, and accelerate post-disaster recovery and reconstruction project construction.

Gansu transport will promote the quality improvement and expansion of the "Four Good Rural Roads" demonstration creation, build more than 2,000 kilometers of hardened roads to natural villages and village groups this year, vigorously develop the road-derived economy of rural roads, deeply promote the integrated development of passenger, freight, and postal services, and accelerate the integration of the province's "transport, commerce, postal, and supply" businesses; improve the level of road transport services, add a number of differentiated toll sections to reduce freight logistics costs, complete and operate 2 high-quality waterway tourism passenger routes in Lanzhou and Linxia, and strive to increase the total turnover of road passenger and freight transport, express delivery business volume, and waterway passenger transport turnover by more than 10%.

In terms of pilot projects for building a transport powerhouse, Gansu will accelerate the advancement of the first batch of 5 pilot tasks to achieve practical results, and promote the implementation of 8 newly added pilot tasks such as rural road disaster damage insurance; vigorously promote the development of the road-derived economy, accelerate the construction of demonstration projects such as the Hexi Corridor transport-energy integration corridor, promote the completion of 4 "opening" projects such as the Huangyuzhen entrance and exit of the Lanzhou South Ring Expressway, and help county economic development; promote transport scientific and technological innovation, accelerate the construction of the smart road network around Lanzhou, and build a green transport corridor in the upper reaches of the Yellow River.

In 2023, Gansu added 8 counties with expressway access, successively built more than 10,000 kilometers of hardened roads to natural villages and village groups, completed 10 expressway "opening" projects, and Tianshui and Xiahe airports successfully resumed flights.
