At the Fourth Session of the 16th Changsha Municipal People's Congress held on January 13, 2024, in the Changsha Municipal Government Work Report delivered by Zhou Haibing, Vice Governor and Party Leadership Group Member of the Hunan Provincial People's Government, Deputy Secretary of the Changsha Municipal Party Committee, Party Leadership Group Secretary of the Municipal Government, and Mayor of Changsha, the review of 2023 work mentioned: "We successfully hosted major events including the China-Africa Urban Cooperation (Changsha) Forum, the First China-Africa Women's Forum, the Changsha International Construction Equipment Exhibition, the Second Conference of the Boao Forum for Asia Global Economic Development and Security Forum, the Changsha Tour of Multinational Corporations, the World Tourism Cities Federation Changsha Fragrant Hills Summit, and the Global Smart City Expo·Changsha."

This is the sixth time since 2019 that the Changsha International Construction Equipment Exhibition has been written into the Changsha Municipal Government Work Report.

Review of Previous Years

2019

The 2019 Changsha Municipal Government Work Report mentioned it for the first time: "We will strive to develop modern exhibition industry, attract more than 3 international high-end exhibitions to settle in Changsha, and successfully host exhibitions such as the First China-Africa Economic and Trade Expo and the China International Construction Equipment Exhibition."

2020

The 2020 Changsha Municipal Government Work Report mentioned: "The influence of the exhibition industry has expanded, and major exhibitions such as the Global High-end Manufacturing Summit and the International Construction Equipment Exhibition were successfully held."

2021

In the 2021 Changsha Municipal Government Work Report, "holding the World Computer Congress, the International Construction Equipment Exhibition, the Intelligent Manufacturing Congress, and the Internet Yuelu Summit at a higher level" was proposed as a key task for 2021.

2022

In the review of work in the 2022 Changsha Municipal Government Work Report, it was mentioned that "the Changsha International Construction Equipment Exhibition has become a well-known brand."

2023

In the 2023 Changsha Municipal Government Work Report, "accelerating the building of a renowned international exhibition city and successfully hosting major exhibitions such as the Second Conference of the Boao Forum for Asia Global Economic Development and Security Forum and the 2023 Changsha International Construction Equipment Exhibition" was proposed as a key task for 2023.

2024

The 2024 Changsha Municipal Government Work Report mentioned: "We successfully hosted major events including the China-Africa Urban Cooperation (Changsha) Forum, the First China-Africa Women's Forum, the Changsha International Construction Equipment Exhibition, the Second Conference of the Boao Forum for Asia Global Economic Development and Security Forum, the Changsha Tour of Multinational Corporations, the World Tourism Cities Federation Changsha Fragrant Hills Summit, and the Global Smart City Expo·Changsha."

The Third Changsha International Construction Equipment Exhibition held in May 2023 attracted 1,502 exhibitors from around the world, with more than 20,000 exhibits on display and an exhibition area of 300,000 square meters. Over the four-day exhibition period, cumulative visitors exceeded 350,000, and the cumulative transaction value reached 53.6 billion yuan. In a four-day global construction equipment grand event, the Changsha International Construction Equipment Exhibition delivered a brilliant report card.

Being written into the Changsha Municipal Government Work Report for six consecutive years fully demonstrates the Changsha Municipal People's Government's attention to and concern for the Changsha International Construction Equipment Exhibition, and also inspires the exhibition to continue to set sail with vigor, brave the wind and waves, and forge ahead with determination!

2024 has arrived, new opportunities have come, and a new journey has fully begun.

The Fourth Changsha International Construction Equipment Exhibition will be held from May 15 to 18, 2025 at the Changsha International Convention and Exhibition Center and the Changsha International Conference Center. The Changsha International Construction Equipment Exhibition will take its achievements as a starting point, turn pressure into motivation, gather strength to set off again, embark on a new journey, and once again create the "highlight moment" of a construction equipment feast.

Now, on behalf of the Municipal People's Government, I will report on the work to the Congress for your deliberation and approval, and I also invite the members of the Municipal CPPCC to offer their opinions.

　　I. Review of Work in 2023

2023 was the first year for fully implementing the spirit of the 20th National Congress of the Communist Party of China and a year of economic recovery and development following the transition of three years of COVID-19 pandemic prevention and control. Under the strong leadership of the Provincial Party Committee, the Provincial Government, and the Municipal Party Committee, we fully implemented the spirit of the 20th National Congress of the Communist Party of China, carried out in depth the thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, focused on realizing the beautiful blueprint of "Three Highs and Four News," practiced in depth the requirements of eight "go ahead and set an example" tasks, made every effort to fight the "Six Battles for Development," and worked with vigor, innovation, and practical effort. The city's gross domestic product grew by about 5% (estimated figures, the same below), and local general public budget revenue grew by 7.03% on a comparable basis (excluding the impact of factors such as tax rebates), delivering a qualified answer sheet for high-quality development.

—The construction of a global R&D center city set sail, the intensity of全社会 R&D investment exceeded 3% for the first time, the total number of talents exceeded 3 million, and Changsha was rated as the 2023 China Annual Best City for Talent Attraction, with innovative factor resources accelerating their gathering in Changsha.

—Changsha rose to sixth place among the top 100 advanced manufacturing cities in the country. The new model of market-oriented upgrading of manufacturing intelligent transformation was selected into the seventh batch of reform pilot experience of the national pilot free trade zone, and manufacturing has become the most distinctive底色 of Changsha.

—The ecological environment of "one river, one lake, and six rivers" continued to improve. Pods of finless porpoises appeared in the Changsha section of the Xiangjiang River. The Guitang River became the only river in the country to receive both the "Two Mountains" Practice and Innovation Base and the Beautiful Rivers and Lakes ecological honors, and the construction of Beautiful Changsha took solid steps.

—The Third China-Africa Economic and Trade Expo was successfully held, and the Consulate General of the Republic of Malawi in Changsha officially opened, injecting strong momentum into China-Africa economic and trade cooperation in the new era.

—Changsha continued to remain at the forefront of the country in the 2023 "Ten Thousand Private Enterprises Evaluate the Business Environment" assessment, the number of listed enterprises increased to 87, and the atmosphere of valuing business, being close to business, stabilizing business, and enriching business has become increasingly strong.

—The west ring line of the Changsha-Zhuzhou-Xiangtan intercity rail transit began passenger operation, Changsha-Zhuzhou-Xiangtan was selected as a national comprehensive freight hub city for supplementing and strengthening the chain, and the construction of the Changsha-Zhuzhou-Xiangtan metropolitan area accelerated.

—Changsha was listed among the "Top Ten Tourist Aspiration Cities of China's Beautiful Life Cities," rated as a "2023 Vitality City," the Wuyi business district was selected as a national demonstration smart business district, Chaozong Street was rated as a national-level tourism and leisure district, and "internet-famous" Changsha shines everywhere with the urban charm of "long-lasting popularity."

—Changsha was rated as China's most happy city for the 16th consecutive year. Changsha County, Liuyang City, and Ningxiang City rose to 4th, 5th, and 15th place respectively among the top 100 counties in national county-level economic and social comprehensive development, and urban-rural integration has become an important driving force for achieving common prosperity.

Over the past year, we focused on six areas of work:

(1) We persisted in developing industries and consolidating foundations, and achieved remarkable results in building a national important advanced manufacturing highland. Industrial parks flourished. With the "two lists and two increments" as the main focus, we deepened the park manufacturing improvement action. The added value of industrial enterprises above designated size grew by about 6.5%, and the tax revenue completed by manufacturing enterprises increased by 8%. Changsha Economic and Technological Development Zone and Ningxiang High-tech Zone were consecutively rated as national five-star new industrialization demonstration bases, Changsha High-tech Zone and Ningxiang Economic and Technological Development Zone were listed among the 2023 Top 100 Advanced Manufacturing Parks, Liuyang Economic and Technological Development Zone was rated as the best park for high-quality development business environment in 2023, Jinxia Economic and Technological Development Zone was rated as a private enterprise scientific and technological innovation park by the All-China Federation of Industry and Commerce, Yuhua Economic and Technological Development Zone entered the 2023 Top 100 List of High-quality Development of China's Provincial Development Zones, and Tianxin Economic and Technological Development Zone was selected as a national data intellectual property pilot park. Industrial clusters were upgraded. We optimized and integrated 17 industrial chains, and six major trillion-level manufacturing clusters including construction machinery, advanced energy storage materials, electronic information, and automobiles and parts continued to grow. We built a tiered cultivation system for clusters. The construction machinery and new-generation independent secure computing system industrial clusters accelerated their march toward the national level, the Changsha-Zhuzhou-Xiangtan advanced energy materials and new alloy materials industrial clusters actively strove to become national advanced manufacturing clusters, and five industrial clusters including CNC machine tools (grinding machines), new energy power equipment, and special food entered the provincial cluster cultivation pool. The Liuyang high-end chemical API industrial cluster was rated as a national characteristic industrial cluster for small and medium-sized enterprises. Project support was strong. A number of major projects such as Desay Battery energy storage cells, Zoomlion Smart Industrial City pumping high machinery, and BYD new energy vehicle power system expansion were completed and put into production; a number of major projects such as Zhongwei Advanced Functional Materials Industrial Park, Jinkai Recycling, Huashi Semiconductor New Materials, GAC Aion, and BioNTech were launched; and major projects such as World Computing·Changsha Smart Valley, Tianxin Digital Valley, Chutian Technology Biopharmaceutical and Life Sciences Industrial Park, and Longping Biological Seed Industry Industrial Park were accelerated. The "Intelligent Empowerment of Ten Thousand Enterprises" achieved fruitful results. Intelligent transformation was completed for 1,462 enterprises.
