Recently, the tallest single building of the Fengming Research and Innovation Center project—the largest public building project under construction in Wuhu, undertaken by the Construction Company of China Railway No. 4 Engineering Group—was successfully topped out. The building topped out this time is Building No. 9, with a pouring area of 2,582 square meters and a concrete volume of 815 cubic meters. Once completed, the building will serve as the headquarters office of the New Display Research Center.
The project is located by the shore of Fengming Lake in the Wuhu Economic and Technological Development Zone, with a total construction area of about 440,000 square meters, comprising 13 single buildings. The construction scope covers earthwork, building, decoration and other works, making it the largest public building project currently under construction in Wuhu.

Countdown to completion, progress surging ahead
To ensure the smooth construction of Building No. 9, the project engineering department planned the schedule around key milestones such as foundation pit excavation and the full achievement of the plus-minus zero level for the main structure. Before the first shovel of soil was lifted from the foundation of Building No. 9, Chen Weixin, supervisor of the project engineering department, inspected the site every day to coordinate progress in that construction area. One week before each process, he began reminding the labor team in that area of the key construction points. "Concrete must be brought in ahead of time, add more workers for tying rebar wire, and confirm once more whether this straight thread sleeve is compliant."
On October 10, under the command of Zhang Yong, the project executive manager, 1 truck-mounted pump, 1 stationary pump, dozens of mixer trucks, 6 pouring workers and 1 project technician were all in place, taking the C1 area of Building No. 9 as the first capping section of the north-zone basement and starting the first plus-minus zero roof slab pouring of the project. The pouring area was 2,313 square meters with a concrete volume of 928 cubic meters, pressing the "start button" for the subsequent basement capping stage of the project and marking the project's official entry into the critical stage of above-ground main structure construction.
The rapid progress would not be possible without a smooth supply management system. Faced with the monthly average supply requirement of more than 650 tons of rebar and more than 4,000 cubic meters of concrete for Building No. 9, Ma Guoqing, director of the project materials and equipment department, had one phone call after another. "The quality of your material is good, but the price is a bit high. Our purchase volume is quite large, so lower your unit price a little." "This rebar brand can be changed; this one of the same quality is cheaper." Ma Guoqing actively used the project as an opportunity to carry out framework agreement procurement, market research and data collection for commercial concrete, mortar and other materials in the Wuhu region.

  Details guaranteed, quality truly efficient
To pass on-site quality inspection, technical disclosure is a prerequisite. This is checked at two levels by Guo Leilei, the project chief engineer, and Hua Keqing, the engineering department director, who use the hidden danger inspection system to supervise the behavior of the cooperating team's operators and the physical quality of the works. From December to January is the critical period for the construction of Building No. 9. To avoid "common problems" and "frequent problems" in winter construction, stoves must be lit for heating to ensure the concrete entering the formwork is above 5 degrees Celsius, preventing concrete frost damage. At the same time, fire protection measures must be properly controlled, with fire extinguishers and fire water sources guaranteed and dedicated fire watchers assigned to ensure safety.
During the construction of Building No. 9, management personnel strictly implemented the "three-inspection system" and the on-site supervision system. At the same time, they used the smart construction site to empower the upgrading of project management methods through technical means such as the Internet of Things, cloud computing and mobile Internet, striving to build a 1+1+N control architecture, namely one perception and monitoring network covering the site, one data support middle platform, and N superimposed applications, achieving multi-scenario coverage of personnel, machinery, materials, methods and environment, which greatly ensured quality stability.
"Building No. 9 adopts the flower-basket cantilever scaffold technology. On the premise of ensuring the strength, stiffness and stability of the scaffold, it greatly shortens the construction period, improves the reuse rate of section steel, and effectively solves the water seepage problem caused by traditional cantilever scaffold construction, with significant economic benefits. The project also adopts the four-new technologies, using BIM technology for visual modeling and disclosure of complex steel structure nodes. The construction elevator adopts the flip-plate direct-to-floor process instead of the traditional process of entering floors through a receiving platform, achieving the standard of continuous improvement." On December 8, Hua Keqing introduced this to a delegation from Chery visiting the project. "In addition, the project also encourages teams to innovate construction processes, save construction costs and speed up construction progress."

Full protection in place, safety escorted
Due to the project's schedule and output requirements, the workers are densely concentrated and process transitions are numerous and fast, so safety issues cannot be ignored. He Han, the grid manager for Building No. 9, is responsible for managing safety matters within the building. He is very "strict" about on-site safety requirements, from dangerous major works such as material platform erection, formwork support and edge protection, to minute details such as the correct wearing of protective equipment, protection of material processing machinery, provision of fire extinguishers and electricity use—all are his inspection priorities.
The project safety and quality department also recruited responsible workers from the labor teams to serve concurrently as on-site safety supervisors, adhering to whole-process participation and all-round follow-up management. The safety supervisors work the same shifts as the construction teams, ensuring 24-hour safety and quality management on the construction site "never closes."
For safety management, the project pays more attention to its own learning, formulating monthly study plans, training safety management personnel and conducting internal assessments, with excellent assessment results. In terms of three-level education for new entrants, safety education, training and assessment are carried out through the safety training toolbox, with the project department conducting a total of 309 pre-job safety education sessions and educating 2,232 people cumulatively, achieving full coverage of safety education for all entrants.
"Chu-style ancient charm passed down through the ages, by Fengming's side the years flow on. Today the mountains and rivers stretch wide, a sci-tech innovation highland in the autumn lake." It is reported that, as part of the planning and construction of the "Three Lakes" area of the Wuhu Economic and Technological Development Zone, the project is dedicated to giving full play to the economic and social comprehensive role of the Three Lakes Park system and creating an interconnected, shared, low-carbon and ecological sci-tech innovation park. Once completed, it will become a sci-tech innovation incubation highland centered on innovative, creative and inventive industries, facing the world and the future.
