Beijing's third-phase rail transit construction plan is being implemented, the city's largest hospital under construction has been completed and put into use, and 70,000 units of affordable rental housing are being raised and built... The Municipal Development and Reform Commission recently stated that this year it will promote the construction of 300 municipal key projects, support high-quality investment development through the implementation of major projects, and achieve a qualitative improvement in investment and reasonable quantitative growth.

　　Infrastructure construction upgraded
"Two airports and eight stations" will achieve direct interconnection
Transfer centers, bus platforms, five-star hotels, rooftop gardens... Unfolding the design drawings of the Universal Studios Beijing North comprehensive transportation hub, one can discover that every floor from underground to above ground is ingeniously designed.
As an important transportation distribution center for Universal Studios Theme Park, this hub is unique: it is a TOD integrated complex of "hub + star-rated hotel + commerce," integrating transfer functions for rail transit, surface buses, taxis, and private cars, while also adding commerce and hotels, with the hub's rooftop also to be landscaped as a garden. The construction manager introduced that the project will be completed by the end of this year.
A relevant official from the Municipal Development and Reform Commission said that this year, the city will optimize the regional development pattern through the construction of a three-dimensional modern urban transportation system, and improve the quality of Capital Airport, Daxing Airport, Beijing Railway Station, Beijing West Railway Station, Beijing South Railway Station, Beijing North Railway Station, Qinghe Railway Station, Beijing Chaoyang Railway Station, Beijing Fengtai Railway Station, and the Sub-center Station, and direct interconnection will also be achieved among the "two airports and eight stations."
Rail transit has always been a key project driving investment. According to the plan, this year the implementation of the suburban railway Line S6 will be accelerated; the western section of Metro Line 3 Phase I (Dongsi Shitiao-Dongfeng) and the western section of Line 12 (Sijiqing-Dongfeng) will be completed and opened to traffic; and relevant departments will also promote the substantive commencement of construction of rail transit third-phase planning projects such as M101 (Phase I) and the Metro Line 1 branch line.
This year, the high-level autonomous driving demonstration zone will be expanded to 600 square kilometers; the city's charging piles will strive to reach 360,000 and battery swap stations 290; afforestation and greening will complete more than 10,000 mu; 200 hectares of new urban green space will be added; and 597 kilometers of heating pipelines, 395 kilometers of gas pipelines, 100 kilometers of water supply pipelines, and 40 kilometers of drainage pipelines will be renovated... The entire city will become smarter, greener, and more resilient.

　　Livelihood projects focus on layout
Raising and building 70,000 units of affordable rental housing
Outside the East Sixth Ring Road, Beijing's largest hospital under construction rises from the ground—the 340,000-square-meter Anzhen Hospital Tongzhou Campus will in the future handle 6,500 outpatient and emergency visits per day and 1,300 beds, undertaking functions such as outpatient, emergency, medical technology, inpatient, scientific research, teaching, and rehabilitation and health care. "The hospital has basically been completed and is now cooperating with the installation of medical equipment and final finishing work, and is expected to open in the third quarter of this year," the project construction manager introduced.
Why is such a large hospital located outside the East Sixth Ring Road? "The Anzhen Hospital Tongzhou Campus is a key construction project to promote the relocation of high-quality medical resources from the central urban area to the sub-center, mainly providing treatment for complex cardiovascular diseases, emergency and critical care, and basic medical services for surrounding residents," said a relevant official from the Municipal Development and Reform Commission. After the hospital is put into use, it will become demonstration bases such as the National Clinical Research Center for Cardiovascular Diseases and the International Cardiovascular Disease Training and Exchange Center, providing full-life-cycle high-quality medical security for the construction of Beijing's Sub-center and the health of residents in the three northern counties.
Hospitals, schools, parks, and affordable housing are the keys to this year's investment and key project construction. It was learned from the review that this year construction will start on the new campus of Beijing Children's Hospital, 100 street and township elderly care service centers will be built, 50 small and micro green spaces and pocket parks will be newly built, 20 all-age-friendly parks will be implemented, and 70,000 units (rooms) of affordable rental housing and more than 10,000 units of property-right affordable housing will be built and raised.

　　Actively expanding private investment exceeding
200 billion yuan of investment will be promoted to society
The field of scientific and technological innovation has always been a focus of Beijing's annual investment, accounting for one-third of the 300 municipal key projects. It was learned that in building a major world science center and innovation highland, this year all "14th Five-Year Plan" science and technology facility platforms such as the human organ physiological and pathological simulation device will be started; the Beijing General Artificial Intelligence Innovation Park and the National High-end Instruments and Sensors Industrial Base will be completed; construction will start on the Sinocelltech biopharmaceutical industrialization base; and the proportion of investment in "Three Science Cities and One Zone" in the city's total investment will be driven to more than 40 percent.
Industries such as integrated circuits, medicine and health, and new energy vehicles are breeding surging momentum. This year, the Zhongguancun Science City International Medical Valley and the Changping Robot Industrial Park will start construction; the Beijing Artificial Intelligence Public Computing Power Platform and the Beijing Digital Economy Computing Power Center will be completed; and projects such as NAURA's semiconductor equipment R&D and industrialization expansion will also accelerate.
"2024 is a year for planning major projects. Focusing on key areas such as the core area, the city sub-center, and plain new cities, and key fields such as urban renewal and modern infrastructure, we will plan, reserve, and promote the implementation of a batch of regional, functional, and leading major projects," said the relevant official. At the same time, the city will actively expand private investment, implement a batch of franchise projects in which private enterprises participate, establish a database of major private investment projects, and publicly promote major projects to private capital through multiple channels. The total investment scale of projects promoted during the year will exceed 200 billion yuan.
