On January 16, the Shanghai Municipal Government held a press conference to brief on the "Three-Year Action Plan for Major Construction Projects in the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone (2024-2026)".

The new round of the three-year action plan is mainly divided into three parts, including overall requirements, implementation plan and safeguard measures. Focusing on the key area of "one hall and three zones" and the four major fields of ecological and environmental protection, infrastructure connectivity, industrial innovation, and people's livelihood services, it specifies 16 actions to be carried out, covering a total of 124 projects. The main contents and highlights are:

"One Hall and Three Zones"

The new round of the Three-Year Action Plan focuses on the key area of "one hall and three zones", with emphasis on clarifying the 2024-2026 construction goals of each zone and the annual arrangements for the construction of important functional projects.
Shuixiang Living Room, as a green development demonstration area jointly built by two provinces and one municipality, on the basis of the commencement of construction last May of the Fangting Shuiyuan featuring "one courtyard spanning three provinces", will further accelerate project construction. By 2026, functional development projects such as the "one point" Fangting Shuiyuan, the "one center" Chuangzhi Engine (Phase I and Phase II), and the Sci-Tech Innovation Academy (Phase I) will be basically put into use, and a new pattern integrating beautiful scenery with the new economy will initially take shape. Ecological restoration projects such as the "three gardens" Jiangnan polder fields, mulberry-dike fish ponds, and the "Blue Ring" North Ring will be officially put into operation.

At the Qingpu Xicen Sci-Tech Innovation Center, the Huawei R&D Center is currently in the final stage of main works and interior decoration and will be officially delivered for use in June this year. Surrounding roads such as Cenbu Road and Planned Road 6 will open to traffic in the first half of the year, and the Xicen Water Quality Purification Plant will also be officially put into use in September. Other surrounding public supporting projects are being accelerated and will be completed one after another by the end of 2026. At the same time, the construction of the Xicen Sci-Tech Innovation Park is being accelerated, and an international first-class innovation community integrating corporate offices, R&D pilot testing, technology incubation, and production services is basically taking shape.

At the Suzhou South Railway Station Sci-Tech Innovation City, the transportation hub project is being accelerated and will be completed and put into operation when the Shanghai-Suzhou-Huzhou Railway officially opens to traffic this year. The collection and distribution road project is also scheduled to open to traffic by the end of this year. The Phase I comprehensive water system improvement project, municipal roads, sewage treatment and public supporting facilities are being accelerated and will also be completed in 2026, and a station-city integrated high-speed rail town is taking shape rapidly.

At the Jiashan Xiangfudang Innovation Center, a number of projects such as the comprehensive upgrading of the Sci-Tech Innovation Green Valley R&D Headquarters, the Zhejiang University Yangtze River Delta Smart Green Oasis, and the Jiaxing Hospital of the Second Affiliated Hospital of Zhejiang University School of Medicine will start construction successively this year. Projects such as the commercial street of the Sci-Tech Innovation Green Valley R&D Headquarters and ecological restoration and supporting facilities will be completed and put into use one after another by the end of 2026, and a distinctive innovation center integrating education and R&D, international exchange, and cultural tourism and creative industries is accelerating its formation.

Four Major Fields

The new round of the Three-Year Action Plan is anchored on the four major fields of ecological and environmental protection, infrastructure connectivity, industrial innovation, and people's livelihood services, promoting the implementation of a new batch of projects demonstrating new concepts and new models, and accelerating the improvement of the demonstration zone's concentration and visibility.

In the field of ecological and environmental protection, focusing on accelerating the construction of an ecological pattern of "one center, two corridors, three chains, and four zones", four actions will be steadily implemented: river and lake ecological restoration, clean water green corridor construction, river network water system connectivity, and pollution treatment improvement, advancing the construction of 17 projects. On the basis of completing the full 23.9-kilometer shoreline connection of Yuandang, this round will achieve the full connection of the Dianshan Lake shoreline, complete the water environment of the Blue Pearl Chain (Phase II) and the comprehensive treatment of the Wuzitang River basin, and the follow-up project of the Taipu River will also start construction. The ecological foundation of the demonstration zone will be further consolidated, and the foundation for transforming ecological advantages will be more solid.

In the field of infrastructure connectivity, four actions will be implemented: rail transit leadership, regional road connectivity, distinctive transportation development, and digital intelligent support, totaling 38 projects. The Shanghai-Suzhou-Huzhou High-Speed Railway and the western extension of Shanghai Metro Line 17 will be completed and open to traffic by the end of 2024. The Nantong-Suzhou-Jiaxing-Ningbo High-Speed Railway and the Shanghai-Suzhou-Jiaxing Intercity Railway will be accelerated in construction. The Rudong-Suzhou-Huzhou Intercity Railway and the Jiaxing-Fengnan urban railway will also start construction in 2024, and the driving role of rail transit in the development of the demonstration zone will be further brought into play. On the basis of the nine inter-provincial connecting roads that have already been connected, inter-provincial connecting road projects such as the Fenhu Avenue-Xingshan Highway and the Jinshang Highway-Jinshang Highway will be further accelerated. At the same time, dead-end roads in digital space are also being accelerated in connectivity. The China Telecom Efficient Computing Power Scheduling Liantang Hub will be completed and put into use by the end of this year. Projects such as the China Telecom Wujiang Computing Power Scheduling Center and the China Mobile Fenhu Computing Power Aggregation and Scheduling Center will also be completed one after another by the end of 2026. The China Mobile Shanghai 5G Ecological Valley Data Center and the China Telecom Jiaxing Computing Power Center will start construction in the first half of this year, promoting the creation of a national hub node of the integrated national computing power network in the Yangtze River Delta.

In the field of industrial innovation, with the goal of building a new highland for green innovation and development, four actions will be implemented: joint construction of innovation platforms, upgrading of advanced manufacturing, cultivation of the new cultural tourism economy, and empowerment of new services, totaling 34 projects. At present, a number of landmark projects are being accelerated. Projects such as the Anta Shanghai Headquarters, the Lanjun 32GWh power battery, and Everest Medicines will be completed and put into production this year. Projects such as the Qingpu Fudan International Integration Innovation Center, the Wujiang National Functional Fiber Innovation Center, MaxWell's pan-semiconductor equipment, Hengtong's 5G and next-generation high-speed communication products, and Cambridge Technology's optoelectronics industrialization base will start construction successively this year. At the same time, a batch of headquarters projects such as Midea, Kangpu, Hengli, NetEase, YTO, and Hongyang will also be fully completed and put into use by the end of 2025, and a modern industrial system in which the industrial chain and innovation chain of the demonstration zone advance together is being accelerated.

In the field of people's livelihood services, four actions will be carried out: public service quality improvement, rural revitalization construction, quality residential benchmarks, and distinctive cultural heritage inheritance, totaling 22 projects. At present, projects such as the National Medical Center of Zhongshan Hospital Affiliated to Fudan University and the expansion of the Fourth People's Hospital of Wujiang District have started construction. Projects such as the urban renewal of the west bank area of Yuandang and the style protection of Jinze Ancient Town will start construction successively this year. Projects such as the Jiashan 120 Emergency Center, the Regional Emergency Medical Center, the Fenghui School, and the Pingwang Sihe Convergence will be completed and put into use this year, promoting the equalization of basic public services in the demonstration zone and the overall improvement of regional public service quality.
