Recently, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development and seven other departments jointly issued the Implementation Plan for the High-Quality Development of the Green Building Materials Industry, to guide the high-quality development of the green building materials industry over the next three years and beyond, and to provide strong support for accelerating the advancement of new industrialization.

　　The implementation plan specifies that the development of green building materials shall adhere to the principles of "coordinated advancement and dual-wheel drive led by innovation." By 2026, the annual operating revenue of the green building materials industry shall exceed 300 billion yuan, with an average annual growth rate of over 10% from 2024 to 2026. More than 30 distinctive industrial clusters shall be cultivated, over 50 demonstration projects for the application of green building materials shall be built, and no fewer than 100 cities shall implement government procurement policies.

　　Focusing on the four dimensions of production, products, application and support for green building materials, the implementation plan proposes four key tasks: "promoting production transformation to enhance the industry's endogenous driving force; implementing the 'Three Products' action (increasing variety, improving quality and creating brands) to enhance the industry's influence; accelerating application expansion to enhance the industry's growth momentum; and consolidating the industry foundation to enhance the industry's supporting capacity." It also specifies safeguard measures in three areas: "strengthening organization and coordination, improving policy support, and increasing publicity and promotion."

　　Among these, in terms of promoting production transformation, the plan calls for accelerating the greening of production processes, strengthening comprehensive measures such as process upgrading, energy substitution, energy conservation and consumption reduction, and resource recycling, implementing technological transformation, optimizing the energy consumption structure, promoting cleaner production, and developing a circular economy. It also calls for advancing industrial collaborative development, accelerating the cultivation of green building materials industrial clusters, establishing green building materials parks with coupled development, and cultivating comprehensive green building materials enterprises with strong core competitiveness and significant driving effects.

　　In terms of accelerating application expansion, the plan calls for promoting application in construction projects, strengthening requirements for the selection of green building materials in green buildings, and expanding the scope of cities implementing the government procurement policy that supports green building materials to promote building quality improvement. It also calls for deepening the campaign to bring green building materials to rural areas, exploring a shift from bringing "green building materials products" to rural areas to bringing "green building materials system solution providers + distinctive rural construction service providers" to rural areas. It also calls for guiding green consumption, exploring new models of integrated decoration and renovation services, encouraging e-commerce platforms to set up dedicated zones for green building materials products, and encouraging the implementation of green decoration.
