In recent years, Huai'an City has adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guide, scientifically grasped the dialectical relationship among projects, reform, and development, skillfully used major project breakthroughs to force reforms in key areas, and driven the improvement of the development environment, while using a better development environment to magnetically attract project clustering and demonstrate the effectiveness of reform, forming a situation in which projects, reform, and development promote each other and advance together. In 2021, the Zhongtian Steel Cord project with a total investment of 20.2 billion yuan was successfully established, achieving a historic breakthrough in manufacturing projects at the ten-billion-yuan level. At present, the city has 11 manufacturing projects under construction with investment exceeding 10 billion yuan, among which 8 projects, including Trina Solar, Zhongtian Steel Cord, Taihua New Materials, and NGC High-Speed Gears, have completed and put into operation their first phases. Major engineering projects are showing a trend of accelerated breakthroughs, injecting strong momentum into the city's high-quality leapfrog development.

We vigorously practice the concept that "what we do is better than what we say, and service comes earlier than demand," and for many consecutive years have made optimizing the business environment the city's "No. 1 reform project," focusing on the difficulties and problems encountered in the construction of major projects, concentrating efforts on advancing business environment reform, striving to create the "four best" business environment, and promoting the "dual improvement" of market entity satisfaction and business facilitation. Our work in commercial system reform and deepening the "one thing" reform has received commendation and incentives from the provincial government's truth-seeking and hard-working supervision, and our satisfaction ranking in the All-China Federation of Industry and Commerce's "Ten Thousand Private Enterprises Evaluate the Business Environment" is second in the province.
　　Innovate factor guarantee mechanisms to resolve difficulties in project implementation. Around breaking through constraints such as land resources, energy consumption indicators, and environmental capacity, we explored and implemented a municipal-level unified coordination system for factor indicators of major projects and established a municipal-level unified coordination reserve pool for factor resources; promoted the reform of land use indicators featuring "municipal unified coordination and graded responsibility," implemented the transfer model of "standard land + dual-credit land + customized land," carried out work to revitalize idle and inefficient land, and compiled 22 reserve plans for concentrated and contiguous industrial land of more than 500 mu each, transforming "projects waiting for land" into "land waiting for projects." In 2022, by coordinating municipal and district resources and actively seeking planning, forestry, land use, and spatial indicators from higher levels, we concentrated 1,983 mu of land supply for the Zhongtian Steel Cord project, effectively ensuring the smooth implementation and construction of the project.
　　Reconstruct the engineering reform process mechanism to unblock bottlenecks in project approval. Around breaking the "blockages" and complicated procedures in engineering construction project approval, we continued to deepen the reform of the administrative approval system, systematically reconstructed approval processes, simplified approval procedures, and pioneered nationwide an integrated service platform for contactless "multi-assessment in one," conducting one-time centralized review of the technical assessments involved in the early stage of projects; actively advanced "parallel review + acceptance with deficiencies," expanded the application of reform achievements such as "five certificates issued simultaneously," "start construction upon land acquisition," and "digital joint drawing review," implemented parallel review for 6 approval application scenarios, and implemented acceptance and handling with deficiencies for 49 and 34 matters, greatly improving project approval efficiency. The total number of "start construction upon land acquisition" projects ranks second in the province, and the proportion of projects of 100 million yuan or more ranks ** in the province. For a batch of projects with investment exceeding 10 billion yuan, including Taihua New Materials, Jietai New Energy, and Trina Solar, the time from signing to commencement has been shortened from 70 days to 51 days and then to 32 days, continuously refreshing the "Huai'an speed" of major project implementation.

Around preventing phenomena such as policies not being implemented, commitments not being honored, and information asymmetry, we deepened the reform of service management during project construction, established systems such as the "Party-Government Friendly Consultation Meeting," municipal and county-level major industrial project coordination and assignment, municipal department liaison business environment service commissioners for counties and districts, and reporting of "disagreed" matters in administrative approval, built a project integrity and contract performance mechanism, and carried out a special rectification campaign against "new officials ignoring old accounts"; explored and implemented the reform of integrated financial reward and subsidy services across the entire city, all matters, and the entire process, with a cumulative 630 financial reward and subsidy business items launched online, including 310 "direct subsidies without application," promoting the full and rapid fulfillment of policy funds and providing strong support for project construction. High-quality services have ensured rapid project construction, rapid commissioning, and rapid results, further strengthening investors' confidence in "setting up camp" in Huai'an. The Trina Solar project took only 188 days from signing to product rollout; the 300,000-square-meter factory buildings of the NGC High-Speed Gear project passed acceptance in one go, and the investor added a new 5-billion-yuan second-phase project just one month after the first-phase project was completed and put into operation.

　　A solid industrial foundation and a high-quality industrial ecosystem are the most suitable "climate environment" for the healthy growth of projects. Responding to the trend of industrial clustering, we positioned a good industrial ecosystem, shifted from competing on resources and policies to comparing supporting facilities and services, guided projects toward clustered development, achieved a project clustering and fission effect, and strive to form a batch of industrial clusters with output value exceeding 50 billion yuan and 100 billion yuan by the end of the "14th Five-Year Plan."
　　Cultivate industrial clusters. We issued implementation opinions on the development of distinctive advanced manufacturing industrial clusters, focused on building the "7+3" advanced manufacturing clusters, emphasized cultivating key industrial chains such as photovoltaics, wind power equipment, new energy vehicles, PCB printed circuit boards, and new fiber materials, scientifically formulated industrial chain maps, and, based on one industry alliance, one core production base, one public R&D platform, and a group of industry think tank experts, integrated resources such as collaborative supporting enterprises, producer service enterprises, research institutes, and financial institutions to form an open and shared industrial ecosystem with multi-party participation and complementary advantages.

We implemented the action of tackling major and mega projects, improved mechanisms for comprehensive judgment, demonstration, decision-making, advancement, and assistance services for major projects, established cross-regional information and benefit-sharing mechanisms for major projects, extensively pooled the city's resources and attention, and promoted breakthroughs in leading, foundational, and key projects with strong driving capacity and good development prospects. In the new-generation electronic information industry, we successfully introduced the leading project of Pengding Holdings, driving the formation of advantageous industrial chains such as electronic components and printed circuit boards; in the new materials industry, we successfully attracted key projects such as Zhongtian Steel Cord, Jushi Fiberglass, and Taihua New Materials, mastered the "three silk threads" of steel cord, fiberglass filament, and nylon filament that serve as the foundation of many industries, and established advantageous positions in industries such as automobile manufacturing, construction, chemicals, and textiles; in the new energy industry, we successfully introduced "flagship" projects such as Trina Solar, Jietai New Energy, BYD new energy commercial vehicles, and Tianpeng Lithium Battery, forming a pattern of comprehensive efforts in the field of the "new three items."

Around building a "development zone + functional parks" pattern of one zone with multiple parks, we formulated the "1+N" institutional system for development park reform, strengthened the construction of functional parks, built public innovation and investment and financing platforms, and enhanced the carrying capacity, clustering level, and output efficiency of industrial parks; granted parks more economic management authority, dynamically sorted out municipal-level approval authority and advanced the delegation of county-level approval authority in a supporting manner, and for approval matters urgently needed by parks such as land, related to the development of industrial enterprises, and difficult to undertake, innovatively implemented methods such as entrusted approval and branch approval, striving to achieve "matters within the zone settled within the zone"; strengthened integrated management of functional parks, advanced reforms in areas such as de-administration and personnel compensation, promoted the allocation of more than 70% of internal institutions and personnel to the front lines of industrial investment attraction, service, and economic management, and orderly stripped off public service and social management functions, better concentrating resources and gathering strength to grasp project attraction, construction, and service.
