Since last year, the Xiantao Housing and Urban-Rural Development Bureau of Hubei Province has taken benefiting enterprises and facilitating the public as its main line of work, vigorously promoted reform of the approval system for engineering construction projects, focused on improving approval efficiency, and continuously optimized the business environment.

It is understood that the Xiantao Housing and Urban-Rural Development Bureau officially launched the "integration of inspection and registration" system at the end of August last year, with 18 projects benefiting in the first batch. "Previously we had to go to several departments; now, after the launch of the 'integration of inspection and registration,' we file once and quickly complete all inspection work and also obtain the real estate certificate, greatly reducing time costs," said Mr. Bie, the person in charge of Xiantao Yuanbo Protective Products Co., Ltd., giving a thumbs-up to the "integration of inspection and registration" model.

As one of the two pilot cities in the province for the "integration of inspection and registration," Xiantao has accelerated the streamlining and integration of approval stages for engineering construction projects across departments and stages, merging planning, fire protection, civil air defense, archives, and real estate registration matters to achieve "one-window entry and exit, one-time filing, and one-time completion."

The Xiantao Housing and Urban-Rural Development Bureau has also implemented a series of measures, including reducing construction drawing review fees, handling construction permits for building projects in stages, and creating "water, electricity, and gas" service halls. Among them, it has actively carried out pilot work to reduce construction drawing review fees, taking multiple measures to lower costs, reduce procedures, shorten time limits, and improve efficiency, creating a distinctive business environment brand called "Xianbanhao." Last year, a total of 31 industrial projects received "zero-fee" construction drawing review, involving a construction area of about 708,000 square meters and an amount of about 947,000 yuan.
