In 2023, Gansu Province achieved new breakthroughs in the planning and construction of water conservancy projects, with a large number of major water conservancy projects commencing construction and being put into use. The Provincial Department of Water Resources treated resolving water conservancy investment and financing difficulties as the core priority for advancing water conservancy reform and development and promoting the implementation of major projects, and continued to make every effort to advance investment and financing for water conservancy projects. According to statistics, in 2023 the province completed fixed asset investment in water conservancy of 21.456 billion yuan.

　　In 2023, the Provincial Department of Water Resources continued to improve and deepen the sound mechanism for "government-bank-enterprise" consultation and cooperation, actively sought various types of financial funds and attracted more non-governmental funds such as social capital to participate in water conservancy construction, continued to broaden channels for raising water conservancy funds, and made every effort to advance water conservancy investment and financing reform. Closely centering on the province's action deployment for the "Year of Tackling Key Problems in Optimizing the Business Environment," in May 2023 it organized and held the province's water conservancy "investment promotion" project presentation meeting and the "government-bank-enterprise" consultation symposium, continued to improve and deepen the sound mechanism for "government-bank-enterprise" consultation and cooperation, built an information-sharing platform, achieved precise matching between the financing needs of water conservancy projects and financial institutions, and guided project units to sign loan intention agreements with relevant banks. Eleven new projects were signed during the year, and 1.06 billion yuan in loans has been put in place.

　　At the same time, the Provincial Department of Water Resources organized and carried out a province-wide survey on revitalizing existing water conservancy infrastructure assets and a special survey on the province's water conservancy investment and financing company platforms, took stock of the annual financing needs of water conservancy projects, summarized work experience and financing results, and promptly reported financing needs to the Ministry of Water Resources and relevant provincial departments. It organized all localities across the province to do a good job in declaring local government special bonds and striving for funds. By the end of 2023, projects implemented by water affairs departments across the province had successfully issued 112 bonds, with an issuance amount of 5.75 billion yuan, accounting for 9.64% of the province's total quota. The issuance amount for projects implemented by water affairs departments as a proportion of the province's total quota increased by 2 percentage points year on year, and notable results were achieved in advancing the use of local government special bonds for water conservancy.
