Hunan Holds 2024 Provincial Major Project Centralized Commencement Ceremony

　　On the morning of January 3, the 2024 Provincial Major Project Centralized Commencement Ceremony was held simultaneously in Changsha, Yueyang, and Yiyang. Eleven major projects broke ground in a centralized manner, with a total investment of 87.2 billion yuan. Shen Xiaoming, Secretary of the Provincial Party Committee; Ma Yongsheng, Party Secretary and Chairman of China Petrochemical Corporation (Sinopec Group); Mao Weiming, Deputy Secretary of the Provincial Party Committee and Governor; and Zhao Dong, Deputy Party Secretary and General Manager of Sinopec, attended the ceremony at the Yueyang main venue and jointly launched project construction.

　　In his speech, Mao Weiming said that at the start of the new year, holding the provincial major project centralized commencement ceremony is a concrete action to thoroughly implement the spirit of the Central Economic Work Conference and fulfill the deployments of the Fifth Plenary Session of the 12th Provincial Party Committee—using the "progress" of major projects to promote the "stability" of economic development. It is also a powerful measure to strive to realize the beautiful blueprint of "Three Highs and Four News" and accelerate the advancement of high-quality development. The 11 projects launched in this centralized commencement have high starting points, large investments, and strong driving effects, with high gold content, innovation content, and green content. They fully demonstrate the confidence and determination of the Provincial Party Committee and the Provincial Government to vigorously pursue projects and pursue major projects, and set a clear orientation for strengthening the bones and physique with major projects. We must take the centralized project commencement as an important lever to boost development confidence and enhance economic momentum, accelerate project construction, strengthen factor guarantees, and ensure quality and safety. We must strictly enforce territorial responsibilities, primary responsibilities, and regulatory responsibilities, increase guarantees for factors such as funds, labor, and energy, firmly hold the red line of safety and the bottom line of quality, carry out operations with charts and advance in overlapping phases, and build the projects into premium projects, safe projects, and clean projects.

　　In his speech, Zhao Dong stated that implementing the Yueyang region's one-million-ton ethylene refining and chemical integration and refining supporting renovation project is a powerful action to thoroughly implement the spirit of the 20th National Congress of the Party and a pragmatic measure to earnestly implement General Secretary Xi Jinping's important instructions to "strive to build a national important advanced manufacturing highland" and "promote the rise of the central region and the development of the Yangtze River Economic Belt." It is of great significance for Sinopec to optimize its industrial layout, enhance the resilience of its industrial chain, and help Hunan Province accelerate the transformation and upgrading of its petrochemical industry and green development. Sinopec will take the construction of this project as a new starting point, further strengthen strategic cooperation with Hunan Province, comprehensively promote enterprise-local cooperation toward broader fields, higher levels, and deeper tiers, and help Hunan Province play a greater role in serving national strategies and promoting the rise of the central region and the development of the Yangtze River Economic Belt.

　　The 11 projects launched in this centralized commencement are mainly concentrated in major industries and infrastructure and other fields. Among them, the Sinopec Yueyang region one-million-ton ethylene refining and chemical integration and refining supporting renovation project launched at the Yueyang main venue has a total investment of 35.7 billion yuan, making it the largest single industrial project in Hunan to date. It can drive downstream investment of more than 150 billion yuan, and after completion and operation, it will promote the extension of our province's modern petrochemical industry chain downstream and the advancement of the value chain toward the high end. The Jintangchong Reservoir Project launched at the Yiyang sub-venue has a total investment of 9.8 billion yuan and is one of the ten landmark projects in our province's "14th Five-Year Plan" water security guarantee plan. The 9 provincial transportation and energy projects launched in a centralized manner at the Changsha sub-venue have a total investment of 41.7 billion yuan, including 3 expressway projects—the Chenzhou to Guiyang section of the Guixin Expressway, the Chating Interchange of the Xuguang Expressway to the Changsha Ring Expressway, and the Liuyang to Jiangbei Expressway—5 water transport projects—the Yugong Port railway dedicated line in Xiangyin County, the Xiangjiang Changsha to Chenglingji first-class waterway, the second-line ship lock at the Yuanshui Taoyuan Hub, the Daorenji Wharf of the Yueyang Port Chenglingji Modern Port Cluster, and the Songyang Lake Phase III Project—as well as the Shaanxi Coal Miluo 2×1 million kilowatt coal-fired power generation project. These will provide strong support for the province's high-quality development.
