On January 3, the official website of Xi'an Metro released the "First Public Announcement of Environmental Impact Assessment Information for the Phase IV Construction Plan of Xi'an Urban Rail Transit" and the "Public Participation Announcement of the Social Stability Risk Analysis Survey for the Phase IV Construction Plan of Xi'an Urban Rail Transit." According to the announcements, the Xi'an Metro Phase IV plan includes six projects: Phase II of Line 3, Phase I of Line 7, Phase I of Line 11, Phase I of Line 12, Phase II of Line 16, and Phase I of Line 21.

According to the announcement, the Phase IV Construction Plan of Xi'an Urban Rail Transit (2024–2029) has the following main contents: this construction plan includes six projects, namely Phase II of Line 3, Phase I of Line 7, Phase I of Line 11, Phase I of Line 12, Phase II of Line 16, and Phase I of Line 21. The above is the preliminary scheme of the Phase IV Construction Plan; the final scheme of the construction plan shall be subject to later approval.

The compiling unit of the Xi'an Metro Phase IV Plan is the Xi'an Municipal Housing and Urban-Rural Development Bureau (Xi'an Rail Transit Construction Office); the construction unit (the entrusting unit for the environmental impact assessment) is Xi'an Rail Transit Group Co., Ltd.; the compiling unit of the environmental impact report is Chang'an University; and the social stability risk analysis consulting agency is China Railway ** Survey and Design Institute Group Co., Ltd.

After this information announcement and before the release of the draft for comments of the environmental impact report of this plan, the public may submit opinions to the plan implementation unit or its entrusted environmental impact assessment agency by email, telephone, fax, letter, or interview. Within 10 days from the date of the announcement, the public may provide feedback to the social stability risk analysis consulting agency by letter, fax, email, or other means to express their opinions, suggestions, and demands regarding the social stability risks involved in this plan.
