On December 29, the reporter learned from the Changsha Municipal Housing and Urban-Rural Development Bureau that from now until June 30, 2024, Changsha will carry out a special rectification campaign on foundation pit and slope safety targeting construction safety.

The scope of this rectification campaign includes all in-progress building and municipal projects and scattered small-scale projects in the city that involve foundation pits, trenches, and slopes. The rectification focuses on four major categories: strengthening the concept of safe development, strengthening control over the construction process, strengthening awareness of risks and hidden dangers, and strengthening warning education and training. It is explicitly stipulated that the construction unit must reasonably arrange the construction schedule, ensure sufficient time for the excavation and support construction of foundation pits, trenches, and slopes, and must not arbitrarily compress the schedule, especially not rush progress by omitting support procedures or lowering support standards. For foundation pits and slopes that have been suspended for a long time or whose support structures have exceeded their design service life, the construction unit must organize safety performance testing of the support structures; for projects with problems that cannot resume work in the short term, reinforcement or backfilling measures shall be taken.

Strengthening control over the construction process is the top priority of the rectification, and the control process has been clearly defined. Specifically, the survey unit must ensure that on-site geological survey results are authentic and explain in the survey documents the engineering risks that may be caused by geological conditions. The design unit must design strictly in accordance with codes and standards, issue a dedicated safety design section, and conduct strict design disclosure. The supervision unit must strictly check the qualifications of construction units and personnel and the construction plan, and carry out on-site supervision as required. The construction unit must prepare a special construction plan based on actual conditions and submit it for approval according to procedures; for projects classified as hazardous and major works, the relevant provisions of Order No. 37 of the Ministry of Housing and Urban-Rural Development shall be strictly implemented.

The campaign is currently in the self-inspection and self-correction stage. Before the end of April next year, citywide centralized law enforcement will be carried out. The construction safety committees of all districts and counties (cities) must, on the basis of self-inspection and self-correction and in conjunction with the work requirements for safety precautions at the end of the year and the beginning of the year and for resuming work and production after the holiday, establish a ledger of foundation pit and slope projects within their jurisdictions, and carry out no fewer than three full-coverage regulatory inspections of all in-progress projects involving foundation pit, trench, and slope construction before the Spring Festival, at the time of resuming work, and after resuming work. Regulatory inspection frequency shall be increased for key enterprises, key projects, and hazardous and major works exceeding a certain scale. For major accident hazards, the "one list, four systems" management requirements shall be strictly implemented; illegal and non-compliant acts shall be seriously investigated and punished; and projects suspected of "three contracting and one affiliation" shall all be placed on file and investigated and punished in accordance with the law.
