Recently, the District Water Authority, in accordance with the implementation arrangements of the central, municipal, and district governments for post-disaster emergency rescue, disaster relief, and recovery and reconstruction, has actively organized the review of water conservancy engineering projects for post-disaster recovery and reconstruction, and carried out work on water-damaged facility repair projects. Five of these projects are supported by central water conservancy disaster relief funds, including the restoration of reservoirs, river channels, and hydrological facilities damaged in the rainstorm disaster, with the aim of specifically enhancing Changping District's disaster prevention and mitigation capabilities.
It is understood that the central water conservancy disaster relief fund water-damaged repair projects mainly include the Xiangtan Reservoir emergency rescue and repair project, the Gaoyakou Gully (Liucun Town Shangdian and Xiadian Village section) river channel repair project, the restoration of damaged hydrological observation stations and river channel monitoring equipment, the Wangjiayuan Reservoir slope protection repair project, and the Nangou Reservoir emergency access channel repair project.
Xiangtan Reservoir was built in 1958, and this year's extreme rainstorm produced the largest flood discharge since its construction. While effectively playing its role of "storing upstream and releasing downstream," Xiangtan Reservoir played a key role in staggered flood discharge for the downstream river channel, while also showing relatively obvious signs of water damage. The Xiangtan Reservoir repair project was among the first batch of water-damaged repair projects to start construction, mainly repairing five seriously collapsed areas in the reservoir area and the downstream section, and advancing work such as reservoir area dredging and desilting, slope protection repair, and restoration of the emergency access channel.
Shao Jihui, director of the Xiangtan Reservoir Management Center, introduced, "Up to now, 1,500 square meters of gabion wire mesh, 8,000 square meters of mortar rubble slope protection for the riverbed apron, and 260 meters of downstream mortar rubble retaining wall have been completed, and river channel dredging has also been fully completed." After this repair is completed, Xiangtan Reservoir can basically return to its operating condition before the water damage, laying a reliable foundation for future operation and flood prevention and disaster mitigation.
Gaoyakou Gully is located in Liucun Town, which was relatively severely affected. Rainfall caused varying degrees of damage to water conservancy facilities such as river channels and embankments. The Gaoyakou Gully (Shangdian and Xiadian Village section) river channel emergency rescue and repair project was also among the first batch of water-damaged repair projects to start construction. The river channel has a total length of 3 kilometers, starting from the south of Shangdian Village and ending in the shooting range south of Xiadian Village. The construction content includes river channel dredging, slope repair, mortar rubble repair, and river channel widening.
Up to now, the Gaoyakou Gully river channel repair project is stepping up the final construction work. The upstream 1.2 kilometers have been fully repaired, and the downstream 1.8 kilometers are still under construction and are expected to be fully completed by the end of November. An Xinghua, a staff member of the Changping District Flood and Drought Disaster Prevention Center, introduced, "The implementation of the project has restored the river channel's flood conveyance capacity, ensured the safety of people's lives and property on both sides of the river channel, and eliminated safety hazards. After the project is implemented, it will have significant social, environmental, and disaster prevention and mitigation benefits."
