The Political Bureau of the CPC Central Committee held a meeting on November 27 to deliberate the "Opinions on Several Policy Measures for Further Promoting High-Quality Development of the Yangtze River Economic Belt" and the "Regulations on the CPC's Leadership over Foreign Affairs Work." Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.

The meeting noted that the strategy for the development of the Yangtze River Economic Belt is a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at its core. Since the implementation of the strategy, major changes have taken place in terms of thinking and understanding, the ecological environment, development models, regional integration, and reform and opening up; development quality has steadily improved, and the development momentum is increasingly positive.

The meeting emphasized that promoting high-quality development of the Yangtze River Economic Belt fundamentally depends on a high-quality ecological environment in the Yangtze River Basin. It is necessary to unswervingly uphold the principle of well-coordinated environmental conservation and avoid excessive development, make greater efforts in high-level protection, safeguard and control the ecological red lines, and coordinate efforts to reduce carbon emissions, cut pollution, expand green development, and promote growth. It is necessary to persist in taking scientific and technological innovation as the primary driving force, actively open up new development fields and new tracks, strengthen the integration of regional innovation chains, and vigorously promote the modernization of industrial and supply chains. It is necessary to coordinate the layout and transfer of industries along the river, better connect the domestic and international markets and make good use of both resources, enhance the internal driving force and reliability of the domestic circulation, and strengthen the appeal and impetus of the international circulation. It is necessary to adhere to inter-provincial consultation, coordinated ecological governance, region-wide co-construction, and shared development, improve the level of regional transportation integration, deepen market-oriented reforms of factors of production, and promote coordinated regional development. It is necessary to coordinate development and security, safeguard the security and stability of the country's important industrial and supply chains, enhance the basin's capacity for disaster prevention and mitigation, and contribute to overall stability through stability in each area. It is necessary to adhere to the working mechanism of central coordination, provincial-level overall responsibility, and city- and county-level implementation, strengthen overall coordination and supervision and inspection, increase policy support, and promote a number of major reforms in key areas. Party committees and governments at all levels in provinces and cities along the river must earnestly fulfill their principal responsibilities, strengthen the implementation of work, and advance steadily step by step with sustained effort, so as to continuously achieve new progress in promoting high-quality development of the Yangtze River Economic Belt.

The meeting noted that the "Regulations on the CPC's Leadership over Foreign Affairs Work" set out provisions on the Party's leadership over foreign affairs work, transforming the Party's long-standing ideas, concepts, systems, mechanisms, and successful practices in leading foreign affairs work into institutional achievements, which is of great significance for ensuring that the central Party leadership's major foreign policy principles and strategic arrangements are effectively implemented.

The meeting emphasized the need to further strengthen the centralized and unified leadership of the CPC Central Committee over foreign affairs work. It is necessary to accelerate the formation of a systematic and complete system of foreign-related laws and regulations and continuously improve the institutionalized, standardized, and scientific level of foreign affairs work. It is necessary to deeply understand the mission and tasks of the Party's foreign affairs work on the new journey, implement Xi Jinping Thought on Diplomacy throughout every process and aspect of foreign affairs work, create favorable conditions for advancing the great cause of building a strong country and national rejuvenation, and make greater contributions to safeguarding world peace and development and promoting the building of a community with a shared future for mankind.
