In the spatiotemporal coordinates of the Chinese nation's march toward great rejuvenation, the Northeast region holds a special status and plays an important role. Planning for the long term: Cultivating new drivers of high-quality development through high-level scientific and technological innovation

The real economy is an important support for building strategic advantages for future development. As an important old industrial base of our country, the three northeastern provinces once occupied half of China's industry and possess a number of strategic industries that bear on the lifelines of the national economy and national security. As General Secretary Xi Jinping emphasized, "To promote the comprehensive revitalization of Northeast China, the foundation lies in the real economy, the key lies in scientific and technological innovation, and the direction is industrial upgrading." At present, we should deeply grasp the basic laws of advancing new industrialization, actively adapt to and lead the new round of scientific and technological revolution and industrial transformation, anchor on the main direction of making the real economy more solid, stronger, and better, and on the one hand grasp the transformation and upgrading of traditional industries, using new internet technologies to carry out all-round, full-chain transformation of traditional industries; on the other hand grasp the development and growth of strategic emerging industries, actively deploy future industries, and accelerate the building of a modern industrial system with the characteristic advantages of Northeast China. In this process, we must give full play to the "increment enhancer" role of scientific and technological innovation, cultivate strategic emerging industries such as aviation manufacturing, new materials, robotics, biomedicine, and new energy vehicles, accelerate the formation of new quality productive forces, and cultivate a batch of "specialized, refined, distinctive, and innovative" enterprises and manufacturing single-champion enterprises. At the same time, we must do a good job in advanced equipment manufacturing and raise the level of research, development, and manufacturing of major technical equipment as well as core technologies and key components.

It should be noted that in the era context of achieving high-level scientific and technological self-reliance and self-strengthening, the scientific and educational, talent, and industrial advantages of Northeast China will have more opportunities to be transformed into development advantages. To this end, we must accurately grasp the new requirements put forward by the Northeast revitalization strategy for education, science and technology, talent, as well as the integration of vocational and general education, the integration of industry and education, and the integration of science and education, enhance the level of regional education services, promote education development, scientific and technological innovation, and talent cultivation in an integrated and virtuous cycle, strengthen the connection between the innovation chain and the industrial chain, service chain, and talent chain, raise the local conversion rate and industrialization level of scientific and technological achievements, and stimulate the innovation and creativity vitality of young talents.

First, strengthen the optimized combination of scientific and educational resources and the collaborative coordination of scientific and technological innovation, actively lay out leading technological breakthroughs in new fields and new tracks, and accelerate breakthroughs in a batch of key core technologies. Second, deploy the innovation chain in a targeted manner, actively connect with national strategic scientific and technological resources, accelerate the building of industrial technology innovation alliances with enterprises as the main body and participated by research institutes, universities, vocational colleges, and scientific and technological service institutions, and open up the channels between basic research, application development, pilot testing, and industrialization. In the process of sustainable revitalization, the Northeast region must particularly handle the relationship between high-quality economic and social development and high-level ecological and environmental protection. We must always plan development from the height of harmonious coexistence between humanity and nature, strengthen the overall planning and coordinated control of the use of production, living, and ecological spaces, collaboratively advance carbon reduction, pollution reduction, green expansion, and growth, and protect the original ecological features such as forests, rivers, lakes, wetlands, and ice and snow. Through high-level protection, we will continuously shape new advantages for revitalization and development, accelerate the formation of an industrial structure, production mode, and lifestyle that conserve resources and protect the environment, promote a qualitative improvement in development and a reasonable quantitative growth in green transformation, and continuously enhance the development potential and staying power of the Northeast region.

Beautiful natural environments themselves are high-quality resources for rural revitalization; the key is to find effective ways to realize the conversion of ecological value. To this end, we must accelerate the exploration of ways and methods for ecological industrialization and industrial ecologicalization. On the one hand, relying on high-quality ecological resources and biological resource advantages, develop under-forest economy, marine economy, and the ice and snow industry, develop forest foods, and cultivate new business forms such as eco-tourism, forest health and wellness, health and elderly care, urban modern agriculture, and leisure agriculture; on the other hand, strengthen green development technological innovation, actively explore a green technology and equipment manufacturing system, establish and improve a green, low-carbon, and circular development economic system, improve the ecological protection compensation system and the mechanism for realizing the value of ecological products, and let protectors, contributors, and business entities obtain reasonable returns in protecting the ecological environment.

Increasing greenery is increasing advantages, and protecting forests is protecting wealth. Since the new era, China's forest coverage rate has increased from 21.63% to 24.02%, and 3.464 billion mu of forests have played the important role of "reservoirs, grain depots, money depots, and carbon sinks." Heilongjiang alone has a forest area of more than 300 million mu, ranking among the top in the country; its forest vegetation carbon storage is 969 million tons, accounting for 10.44% of the national total. At present, we must vigorously develop the under-forest economy and promote the transformation of the urban industrial structure in the Northeast forest regions from "a single tree dominating" to a green ecological industrial system dominated by forest eco-tourism, forest foods, and medicinal material processing. At the same time, relying on the large domestic market, we should make good use of ice and snow as precious and unique natural resources, ecological resources, and development resources, and take the development of the ice and snow economy as a new growth point. At present, we should promote the development of the entire industrial chain of ice and snow sports, ice and snow culture, ice and snow equipment, and ice and snow tourism, combine ecological advantages with geographical advantages, and create an ice and snow economy that respects ecology and pursues sustainable development.

Building the foundation of lasting peace: Contributing to overall security through stability in one region

The Northeast region has an important strategic position in building a new development pattern. To advance Chinese-style modernization, it is necessary to strengthen the strategic support role of Northeast China. On the new journey, we should better coordinate development and security, firmly grasp the important mission of Northeast China in safeguarding the country's "five major security" areas, further consolidate its role as the "ballast stone" of national food security, cultivate a solid foundation for industrial security, strengthen energy security guarantees, build a solid ecological security barrier, steadily enhance national defense security guarantee capacity, and escort high-quality development with high-level security.

Serving well as the "ballast stone" for stable national grain production and supply is the primary responsibility of Northeast China. Northeast China is our country's most important grain production base and commodity grain export base, with grain output accounting for one quarter of the country, commodity grain accounting for one third of the country, and outbound volume accounting for 40% of the country. However, it should also be noted that problems such as declining black soil quality, low levels of agricultural product processing, short industrial chains, and poor risk resistance constrain the sustainable development of grain production. Serving well as the "ballast stone" for stable national grain production and supply requires the Northeast region to always put safeguarding national food security in the first place, deeply implement the strategy of "storing grain in the land and storing grain in technology," and accelerate the realization of agricultural and rural modernization. First, improve comprehensive grain production capacity, fully mobilize the enthusiasm of the government for grain production and farmers for growing grain, focus on capacity building in grain production, storage, chain stabilization, efficiency enhancement, and disaster resistance, and build a support policy system integrating prices, subsidies, and insurance, ensuring that under normal circumstances production can meet demand and supply is sufficient, and under extreme circumstances it can rise to the occasion and be relied upon. Second, firmly guard the red line of cultivated land, continuously advance the construction of high-standard farmland, expand the scope of black soil protection implementation, and accelerate the building of modern fertile farmland suitable for cultivation, ensuring stable yields despite drought or flood, and high and stable yields. Third, comprehensively strengthen the protection and utilization of germplasm resources, advance innovation and breakthroughs in the seed industry, and keep the main varieties firmly in our own hands. Fourth, collaboratively advance the primary processing and deep processing of agricultural products, extend the industrial chain, enhance the value chain, form an industrial system that coordinates grain, economic crops, and feed and develops agriculture, forestry, animal husbandry, and fishery simultaneously, and build agriculture into a major industry. Fifth, based on local resource endowments, strengthen rural characteristic industries, broaden channels for farmers to increase income and become prosperous, and make farmers' wallets fuller and their lives better and better.

Energy security and safety concern the national economy and people's livelihood and are a "matter of national importance" that must never be neglected for a moment. At present, the Northeast region should, on the basis of highlighting high-quality stable crude oil production, focus on the national "dual carbon" goals, continuously accelerate the construction of a series of clean energy projects such as wind, solar, nuclear, and storage, and accelerate the building of a diversified energy supply system. At the same time, accelerate the iterative upgrading of key technologies and core products and the empowerment of new technologies with intelligence, and improve national energy security and guarantee capacity.
