Recently, the Housing and Urban-Rural Development Bureau of Yinchuan City, Ningxia Hui Autonomous Region, issued a notice on doing a good job in the prevention and control of construction noise pollution, requiring all projects under construction to give priority to low-noise construction techniques and equipment when carrying out construction operations in concentrated areas of noise-sensitive buildings such as residential, scientific research, and medical and health facilities, and strictly prohibiting the use of noise-exceeding equipment such as hammer piling rigs.

According to the notice, relevant units must attach great importance and take precautions in advance, effectively strengthen the advance deployment and proactive prevention of noise pollution prevention and control work, closely integrate work safety with noise pollution prevention and control, and fulfill their own responsibilities. The construction unit shall include noise pollution prevention and control costs in the project cost and supervise the construction contractor in implementing the noise pollution prevention and control implementation plan; the construction contractor shall formulate a noise pollution prevention and control implementation plan in accordance with regulations and take effective measures to reduce noise; the supervision unit shall fulfill its supervision responsibility for the implementation of the noise pollution prevention and control implementation plan.

Apart from emergency repair and rescue construction operations, construction operations that generate noise pollution are prohibited from 12:00 to 14:00 and from 22:00 to 6:00 the next day. Projects that must carry out continuous operations at night due to process requirements or other special needs must apply to the Yinchuan City Construction Industry Management Office, obtain the Yinchuan City Nighttime Construction Continuous Operation Certificate after review and approval, and publicize it at a prominent position on the construction site or announce it to nearby residents in advance by other means before nighttime construction may proceed.

A responsible person from the Yinchuan City Housing and Urban-Rural Development Bureau said that the notice is conducive to further preventing and controlling construction noise pollution and protecting and improving the living environment. The bureau will, in conjunction with routine and special inspections, carry out supervision and inspection of construction operations in concentrated areas of noise-sensitive buildings, and handle in accordance with laws and regulations cases such as the three parties involved in a project failing to fulfill their responsibilities, failing to take relevant noise reduction measures, and carrying out nighttime construction without a continuous operation certificate.
