Tower cranes stand in clusters, machinery roars, engineering vehicles shuttle back and forth, and construction workers are busy at work... At the end of the year, walking through project construction sites in Guizhou Province, each project is pushing for rapid commencement, rapid construction, and rapid commissioning with a "striving" posture and a "racing" speed, going all out to accomplish the annual targets and tasks.
Project construction is the "hard support" for promoting high-quality development and also the "main lever" for expanding investment, stabilizing growth, and promoting development. Focusing on the "Four News" to spearhead the "Four Modernizations," and in accordance with the "Six Favorables" requirements for promoting high-quality development and achieving new leaps, Guizhou adheres to the principle of industry first, projects as the king, and efficiency as the foundation. It takes accelerating the construction of major projects, expanding effective investment, and optimizing the industrial structure as key measures to promote the overall improvement of economic operation, focuses on building the "Six Major Industrial Bases" around accelerating the construction of a modern industrial system, and promotes faster, higher-quality, and more efficient project construction.
According to statistics, in the first three quarters, Guizhou's "Six Major Industrial Bases" started 246 new projects of over 100 million yuan each, had 819 under construction, and completed 195, with the province's major projects completing an investment of 309.51 billion yuan.

Speed-up — Project construction presses the "fast-forward button"
Recently, at the construction site of the 250,000-ton-per-year lithium-ion battery cathode material industrial park project of Guizhou Jiashang New Energy Materials Co., Ltd. in Dalong Economic Development Zone, the first-phase project has completed commissioning and is preparing to enter the formal production stage.
The project has a total investment of 2.5 billion yuan and is built in three phases. The first phase is a 100,000-ton-per-year lithium manganate project, which started construction in September last year. The land leveling work for the second and third phases has been completed, and the design work for the factory buildings and production lines is underway.
With the accelerated advancement of construction, major projects are turning from "construction drawings" into "real-life scenes."
On the production line of the Guizhou Zunchun Distillery project in Xinpu New Area, Zunyi City, workers perform their respective duties in an orderly and busy manner. At the construction site on the other side, transport vehicles shuttle back and forth, and workers are sweating profusely.
The Guizhou Zunchun Distillery project signed a contract with the Zunyi Xinpu Economic Development Zone in March last year, started construction in July, and completed and put the first-phase project into operation in December.
In less than a year, workshop buildings rose from the ground one after another, and production lines ran at full capacity. Guizhou Zunchun Liquor Co., Ltd. currently has 3 liquor-making workshops with 532 fermentation pits and 1 koji-making workshop, all of which have been put into operation, with an annual output of 4,500 tons. Next, the company will go all out to accelerate project construction, striving to complete the second-phase project by early next year and achieve full production and capacity.
Project construction is like a relay race: from signing to construction, from commissioning to full production, projects across the province run one leg after another, fully promoting the accelerated advancement of project construction and supporting the "stability" of high-quality development with the "progress" of project construction.

Quality improvement — Industrial development seizes the "new track"
On October 27, as the production equipment on the production line started running, the CATL Guizhou New Energy Power and Energy Storage Battery Manufacturing Base (hereinafter referred to as the CATL Guizhou Base) was officially put into production.
As a landmark and leading project in the province, the commissioning of the CATL Guizhou Base will inject strong momentum into filling, extending, and strengthening the province's new energy industry chain and into the high-quality development of Gui'an New Area.
"Commissioning is a new starting point; what matters next is good development," said Chen Ling, general manager of CATL Guizhou Company. The first phase of the project was designed to high standards as a "lighthouse + zero-carbon factory," adopting advanced technologies such as high beat, high automation, and high flexibility. It is CATL's latest production line and will achieve an annual output value of 15 billion yuan after reaching full capacity.
Vigorously promoting the transformation and upgrading of traditional industries and the cultivation and expansion of strategic emerging industries will make Guizhou's high-quality development momentum stronger and its foundation more solid. Since the beginning of this year, Guizhou has focused on key industrial chains, strengthened weak links in the industrial chain, established a "chain leader and chain master" work promotion system, and promoted industries to form vertical chains and horizontal clusters through "strengthening one enterprise to drive a whole area," enhancing the stability and competitiveness of the industrial chain.
In 2021, Shenzhen Shengtun Group Co., Ltd. was brought into Fuquan City through investment promotion and invested 6.19 billion yuan to plan the construction of a 1,200-mu battery-grade new energy materials base in two phases.
As an important growth pole built by Shengtun Group, the first-phase project of Guizhou Shengtun's annual production of 150,000 tons of battery-grade nickel sulfate, 20,000 metal tons of high-grade nickel matte, and comprehensive recovery of gold, silver, platinum, and palladium was put into production in August this year. The second-phase project includes new energy material production lines with an annual output of 300,000 tons of battery-grade iron phosphate, 150,000 tons of battery-grade nickel sulfate, and 10,000 metal tons of battery-grade cobalt products.
"The nickel sulfate and cobalt sulfate we produce can be used as raw materials for ternary precursors at the Fuquan Xiamen Tungsten project, and the by-product sulfuric acid can be supplied to local phosphorus chemical enterprises to produce phosphoric acid, phosphates, and other products. The industrial chain features complementary advantages and coupled collaboration, truly reducing costs and increasing efficiency for enterprises in the chain," said Mi Yong, general manager of Guizhou Shengtun.
From "blooming at individual points" to "stringing beads into a chain," Guizhou seizes opportunities to open up new tracks, accumulating momentum and empowering high-quality development.

Efficiency improvement — Building a "strong engine" for high-quality development
Each key project converges into a new economic growth point. Each industrial park sounds the strongest note of high-quality development.
In Kaiyang, the 60,000-ton-per-year lithium iron phosphate project of Guizhou Anda Technology Energy Co., Ltd. is in trial production and is expected to be put into production in December. The company's predecessor was Anda Phosphorus Chemical, and after 27 years of development, it has ultimately achieved transformation and upgrading from traditional phosphorus chemical industry to new energy battery materials. At present, the company mainly focuses on the R&D, production, and sales of iron phosphate and lithium iron phosphate, and its products are widely used in fields such as power batteries for new energy vehicles and energy storage batteries. During the "14th Five-Year Plan" period, the company's new energy battery materials are expected to achieve an annual production capacity of 500,000 tons of lithium iron phosphate and 500,000 tons of iron phosphate, and its green recycling field is expected to reach 300,000 tons of waste battery recycling and utilization.
In Anshun, the Panjiang Puding 2×660 MW coal-fired power generation project is the country's first ultra-supercritical secondary reheat unit mainly burning anthracite. The selected unit has the "three highs and three ultras" characteristics of high parameters, high efficiency, high water savings, ultra-supercritical, ultra-low energy consumption, and ultra-low emissions. Compared with supercritical units of the same capacity, it saves about 10% of standard coal annually, can save about 330,000 tons of standard coal per year, and can reduce carbon dioxide emissions by about 830,000 tons per year, strongly boosting Guizhou's high-quality energy development and the realization of the "dual carbon" goals.
In Liupanshui, an ecological fishery project introduces surplus water resources from reservoirs into land-based tanks for cascading use, adopting a flow-through aquaculture method. The water level is controlled by the height of the drainage pipe, and the aquaculture tailwater is purified through equipment and discharged after meeting discharge standards, achieving rational utilization of water resources. At the same time, it adopts the "zero net cages, ecological fish" aquaculture model, rationally delineates prohibited, restricted, and aquaculture zones, promotes the coordinated development of aquaculture and the ecological environment, and achieves a win-win situation for both ecological and economic benefits.
Driving major development with major projects, Guizhou insists on taking project construction as the "strong engine" for promoting high-quality development and actively promotes the construction of major projects, injecting strong momentum into Guizhou's high-quality development.
