Recently, the Water Resources Bureau of Yueyang County, Hunan Province, in order to further optimize the business environment and promote the high-quality development of public resource trading, issued five "hardcore" measures for water conservancy project bidding and tendering, so as to eliminate pain points, clear blockages, and overcome difficulties in optimizing the business environment, and further enhance the sense of gain and satisfaction of market entities.

Standardize the preparation of bidding documents. The bidding documents of all projects shall be prepared strictly in accordance with the model texts formulated by the Hunan Provincial Department of Water Resources, and those not prepared as required shall not be filed.

Strictly set bidding conditions. Any clauses that illegally set conditions to restrict or exclude potential bidders shall not be allowed to enter the bidding documents, so as to effectively eliminate all kinds of unreasonable restrictions and barriers in bidding and tendering and ensure that enterprises participate fairly in market competition.

"Bid for all that should be bid, and conduct remote异地 evaluation for all that should be conducted." All fiscal fund projects reaching the prescribed limit shall be subject to open bidding; all projects reaching the limit for remote异地 bid evaluation shall be subject to remote异地 bid evaluation; projects not reaching the prescribed limit are encouraged to adopt remote异地 bid evaluation, so as to further improve the fairness of bid evaluation.

Standardize the payment of enterprise deposits. Comprehensively replace cash payment of enterprise-related deposits with electronic guarantees (insurance guarantees, surety guarantees, bank guarantees) and other channels, and at the same time reduce the amount of deposits to effectively ease the cash flow pressure on enterprises.

Establish a complaint and reporting mechanism. The Water Resources Bureau of Yueyang County has publicized on the Yueyang County Government Portal the telephone number for complaints and reports on water conservancy project bidding and tendering, and supports email and on-site acceptance. At the same time, it has published on the Hunan Province "Internet + Government Services" integrated platform the relevant elements for handling complaint matters, supports online acceptance and window or on-site submission, and realizes multi-channel acceptance of objections and complaints, so as to effectively safeguard a fair market competition order and create a sound business environment for bidding and tendering.
