On November 14, in Jiutai District of Changchun City, the swivel bridge for the railway-crossing project on the Nong'an–Jiutai and Shuangyang–Yitong sections of the Changchun Economic Circle Ring Expressway, constructed by China Railway 14th Bureau Group, was successfully rotated into place. The bridge spans over the Changchun–Tumen Railway and the Changchun–Jilin Highway, marking the successful rotation of Jilin Province's first long-span, steep-gradient, heavy-weight highway bridge that crosses both a railway and a highway at the same time.

The bridge has a main span of 108 meters, a width of 29.6 meters, and a total weight of 29,200 tons. The site lies in a low mountainous and hilly area with considerable terrain relief. During the rotation, the lowest temperature reached minus 13 degrees Celsius, which greatly affected data accuracy and balance and posed high construction safety risks—a situation rarely seen in China.

Before the rotation, the builders conducted weighing tests using sensors, carried out precise counterweighting, and implemented dynamic monitoring. By combining BeiDou satellite positioning with total-station surveying technology, they ensured the accuracy of the rotation while minimizing interference with the existing operating railway lines to the greatest extent possible.

The railway crossing project on the Nong'an–Jiutai and Shuangyang–Yitong sections is part of the Changchun Economic Circle Ring Expressway, which is one of the links in Jilin Province's expressway network plan of "two radials, one ring, and eight connectors" and also serves as an internal corridor facility for the deep integration of the Changchun–Jilin–Tumen Development and Opening-up Pilot Zone into the Belt and Road Initiative. The successful rotation of the swivel bridge marks important progress in another key controlling project of the Changchun Economic Circle Ring Expressway, laying a solid foundation for the full opening of the line.
